Solicitation Number: 4384 RFQ NO. 4384 - RFQ Construction Manager at Risk - Lincoln Beach Redevelopment The City is soliciting proposals for Construction Manager at Risk Services and construction of the elements included in the Lincoln Beach Redevelopment (the "Project"). CMAR Contractor services associated with the RFQ are for Pre-Construction and Construction Phases of the Project as described herein. A DBE contract goal of 35 percent If this solicitation is federally funded, prospective bidder/respondent must pay particular attention to all applicable laws and regulations of the Federal government and the State of Louisiana. The Bureau of Purchasing uses commodity codes to notify suppliers of the release of a sourcing event and subsequent modifications via addendum. Estimated Range $40 to $50 million Deadline for Submitting Questions 5/21/2025 by 4:00 PM *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. This advertisement for CMAR services may include but is not limited to the following design elements at the Lincoln Beach Site: Phase 1: o Demolishing unsafe structures including underwater piles and removing debris. This will also include shoring and protection of some historic elements as well as stockpiling of certain materials for reuse and historic preservation. o Rehabilitating and/or removing concrete paving where necessary as well as installing certain ADA compliant features such as handrails, ramps, curbs, and stairs o At-grade roadway crossing improvements for safe pedestrian access to the site across Hayne Blvd. (Lincoln Beach Blvd) including striping, ADA compliant ramps and potential traffic control devices. o Rehabilitation of historic structures such as the existing concrete pavilions and waterfront structure to ensure long term stability o Existing Tunnel improvements include lining existing drainage pipes, constructing submersible pumping system, and reconnecting to existing drainage network o Initial Parking Lot construction in the City-owned land on Hayne Blvd. (Lincoln Beach Blvd.), directly south of the Lincoln Beach floodgate entrance. Solar Lighting, Electric Vehicle Charging Infrastructure (EVCI), pedestrian connections, permeable paving and other drainage aspects, landscaping. o Stabilization and repair of perimeter brick wall o Installation of a new pedestrian bridge spanning Hayne Blvd. (Lincoln Beach Blvd), the Hurricane Storm Damage Risk Reduction System (HSDRRS) Floodwall, and the Norfolk Southern Railroad, including all mechanical and electrical work including elevators, stairs, and support structures. o Construction of a 2-story lakefront building that includes restrooms, storage space, event space, cafe space, and outdoor gathering space o Construction of two elevator cores and stairs that will be integrated into existing and future buildings o Expansion of beach area through the deposit of new sand o Construction of rock revetments to mitigate erosion and rehabilitation of existing rock groins o Limited site safety lighting o Site utilities to service the new building o Select site landscape restoration including invasive species removal
