Email address is: Nadine.M.Provost@uscg.mil. Pier 1 Upgrades for OPC at U.S. Coast Guard Yard Offerors are requested to review this RFP as soon as possible upon receipt. Email address is: Nadine.M.Provost@uscg.mil. The project includes all labor, material, equipment to modify structural supports and add electrical service for an OPC at Pier 1. This work involves removing 215 feet of existing timber curb surrounding the pier, removing existing extruded D-fender at end of pier, and installation of seven new fender stations along each side of the pier. This requirement also contains two (2) option items. The first option is for the installation of concrete dolphin extensions at the end of the pier, and the second option is for electrical work which involves removal of an existing 3-way distribution switch and replacing it with a four-way pad mounted distribution switch. In addition, the second option includes installation of a new duct bank from substation 101 to the pier. All work shall be accomplished in strict accordance with the NMACC III contract clauses, Specifications for Project No. 17077513, Drawings P17077513-D, and the applicable wage rates as incorporated herein. Magnitude of Construction: $5,000,000 to $10,000,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Performance Period: The contractor shall be required to (a) commence work under this contract within ten (10) calendar days after the date the contractor receives the Notice to Proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 517 calendar days from the Notice to Proceed. The time stated for completion shall include final cleanup of the premises. If options are exercised after award, the period of performance will be adjusted accordingly up to 60 additional days. Please review Section H.2 - Special Contract Requirements of the NMACC III Contract for insurance requirements In addition, in accordance with 52.228-15, the Payment and performance bonds, at the time of contract award, shall be 100 percent of the original contract price. Remove approximately 215 FT of existing timber curb surrounding the pier. 1.1.2 Remove existing extruded D-fender at end of pier. 1.1.3 Install seven (7) new fender stations 60 FT apart along each side of the pier. Each new fender station will include a new reinforced concrete cap supported on six (6) HP 18x157 piles. Stations on opposite side of the pier will be connected with three (3) 2.25-inch diameter tension tie rods. Stations will have new mooring bollards and foam filled fenders. 1.1.4 Contractor must adhere to provisions provided in the Department of the Army Letter of Permission, Permit (NAB-2023-60149). Contact Baltimore District Regulatory Program two weeks prior to commencing construction of authorized work, as well as within two weeks after the authorized work has been completed.
