A timeline for construction has not yet been established.” Clay Rural Water System (Owner) is soliciting Requests for Proposals with Statements of Qualifications from qualified firms to provide Construction Manager at Risk (CMAR) services for both Design Phase and Construction Phase services for the following Project: Clay Rural Water System (CRWS) Chapter Project/Phase-II-Water Treatment Plant This Project consists of the installation of two (2) new production wells along with piping to a new water treatment plant (WTP) located adjacent to their existing WTP near Wakonda, South Dakota. The new WTP plant will have a capacity of 2.5-million gallons per day (MGD) with future expandability to 5 MGD. The new WTP building with offices, lab and shop included, will be approximately 140 ft x 130 ft and constructed of precast insulated concrete walls. New equipment including that required for lime-soda ash softening, square concrete solids contact basins, pre-manufactured media filtration tanks, CO2 storage and chemical dosing systems/rooms are included as part of the design. The existing sludge ponds will be reused with discharge piping modifications. Construction of a new clearwell and SCADA controls for the new WTP are under separate contracts and not part of this Project's scope. The CMAR will begin in an agency support role for the design phase services and will hold the construction contract(s) with the Owner for the construction of the project. Additional design phase services may include value engineering and early process equipment procurement. An estimated guaranteed maximum price (GMP) will be established, and the CMAR will revise the GMP through the Project's design. Prior to construction, the CMAR will submit a finalized guaranteed maximum price (GMP). Following acceptance of the GMP by the Owner and execution of GMP contract(s), the CMAR will assume the risk of delivering the project. The Project has CRWS' board approval and funding secured at this budget. Deviation above the approved funding amount will require modifications to the Project's scope and/or additional funding approval. Construction is expected to begin in Spring 2026 with substantial completion of construction anticipated by the end of 2027. The Owner does not presently plan to conduct an Informational Conference or a Site Visit with the Proposers at this stage of the CMAR selection process. The Owner reserves the right to reject any and all Proposals and to waive any irregularities or informalities therein and to award the CMAR Contract in the best interests of the Owner.
