Notice is Hereby Given That Oregon Charter Academy ("Orca"), an Accredited Oregon Public Charter School Operating Pursuant to Ors Chapter 338 and Under a Charter Agreement With the Santiam Canyon School District 129j, is Requesting Proposals From Qualified and Responsible Contractors for Design-build Services Relating to the Design and Renovation of Suite 202 in Orca's Wilsonville Educational Facility ("Proj-ect"). The Successful Proposer Will Be Asked to Sign an Agreement With Orca, a Sample of Which is Attached to the Rfp (the "Agreement"). Pro-posers Must Evaluate the Agreement Prior to Submitting a Proposal, and Will Be Deemed to Have Accepted the Terms and Conditions Contained Therein Unless a Protest of Terms is Timely Received and Approved by Orca Pursuant to the Procedure Set Out in the Rfp. Objections to the Terms and Conditions Made After the Awarding of the Contract May Not Be Considered, and May Constitute Grounds for Subsequent Denial of the Contract Proposals Must Be Submitted via Email in Accordance With the Terms of the Rfp Orca May Reject Any Proposal Not in Compliance With All Prescribed Solicitation Procedures and Require-ments and Other Applicable Law, and May Reject Any or All Proposals in Whole or in Part When the Cancella-tion or Rejection is in the Best Interest of Orca, and at No Cost to Orca. For Additional Information Regarding This Rfp, Please Contact Steve Niel-sen, at Snielsen@oregoncharter.org. All Communication Shall Be via Email. The Project is anticipated to take 4 - 6 weeks and is to be completed by August 8, 2025. SCOPE OF WORK This Scope of Work (“SOW”) is intended to be a general outline of the work and not an all - inclusive description of the professional and construction services that may be required to undertake and complete the Project. The DB Contractor shall be responsible for preparing a final SOW acceptable to the Owner. 1. DESIGN SERVICES a. Define program, space needs and Project scope. This phase will involve meetings with Owner for program development. b. Develop schematic designs for Owner’s comment and approval. c. Create detailed plans for material selections, mechanical systems, plumbing systems, electrical/control systems and final design. d. Prepare a final design plan based on the input received from the Owner. 2. PRECONSTRUCTION SERVICES a. Manage design planning for the work, selection of materials and systems, construction feasibility, materials and labor availability, time requirements, costs, alternative designs and materials, and budgets and economics. b. Prepare scheduling, cost estimates, value-engineering recommendations, review documents for constructability, and provide alternative options for sequencing of the work. c. Provide estimating and cost control services. Provide recommendations to the Owner for keeping costs within the Project budget. Prepare any required updated estimates and estimate reconciliations at major design milestones. Develop a Project budget and reporting system and provide monthly cost status reporting, including cash flow projections. d. Review documents for completeness, adequate detailing, and compliance with program and adherence to codes or applicable agency requirements. e. Implement a cost-loaded scheduling system for use during the preconstruction and construction phases. f. Implement all long-lead procurement items and recommend and implement an early purchase phase project approach, if warranted. g. The Project will be built under the jurisdiction of the Clackamas County Building Department. The DB Contractor will submit for and obtain all required permits and retain copies for the Owner’s permanent files. All plan check and building permit fees and any required System Development Charges will be paid by the Owner. All other permit fees will be applied for and paid for by the DB Contractor. h. Perform labor, vendor and supplies analysis. Develop bid packaging strategy that encourages maximum participation by Minority and Women Owned Emerging Small Businesses Enterprises; local contractors, subcontractors, vendors and labor resources as well as diversity of workforce. i. Plan for construction and prepare early bid packages for specific portions of the Project, such as electrical, mechanical and structural framing, or other portions of work. j. Develop a Guaranteed Maximum Price proposal for the Project acceptable to Owner.
