Every request for such an interpretation shall be made in writing to the City Engineer. Any inquiry received seven (7) or more days prior to the date fixed for opening of bids will be in the form of an Addendum to the Contract Documents, and when issued, will be on file in the office of the City Engineer at least five (5) days before bids are opened
