This project includes the installation of one thousand seven (1,007) AMI water meters, AMI system infrastructure, and all associated appurtenances. All questions shall be submitted via email to Jacob & Martin, LLC, Attn: Allen Phillips, P.E. and at the following email address: aphillips@jacobmartin.com. The deadline for questions shall be 5:00 PM, May 13, 2025. All proposals shall include a bid security in the form of a bid bond, cashier's check, or certified check pay-able without recourse to the Owner in the amount of five (5%) of the largest total proposal amount. This is a guarantee that the offeror will enter into a Contract and execute Contract Surety. This Project requires a Performance Bond and a Payment Bond, both in the amount of the Contract Sum. The cost of such bonds shall be included in the proposal. The Owner shall select the offeror that submits the proposal that offers the best value for the Owner based on the published selection criteria and on its ranking evaluation. Proposals may be held by the Owner for a period not to exceed sixty (60) days from the date of proposal opening for evaluations and ranking prior to the contract award. The owner reserves the right to accept or reject any or all qualified Proposals or waive any formalities in the process or to accept the proposal that provides the Owner the best value as per the laws of the State of Texas.
