District-Wide Landscape Maintenance Services The work to be done consists of furnishing all materials, equipment, tools, labor, and incidentals as required by the Specifications and Contract documents for the above stated project. This IFB consists of 3 separate service area Bid Packets, and bidders are welcome to bid on any or all of the packets. Awarded contract(s) will be for a three (3) year period starting July 1, 2025, and ending on June 30, 2028, with an option for one (1), two-year extension, based on Contractor's performance. Question Deadline 05/19/2025 at 1:00 PM PT Requests for clarifications, questions and comments must be submitted in writing, via electronically. District is not responsible for failure to respond to a request that has not been so submitted. All registered vendors (those who have registered with online for this IFB) will be notified of any requests for information and/or other changes to this IFB by the District. Such changes become an integral part of the IFB for incorporation into any contract awarded pursuant to the IFB. Responses will be labeled as Addenda and posted. Each Bid shall be accompanied by cash, a certified or cashier's check, or bid bond secured from a surety company satisfactory to the District, the amount of which shall not be less than ten percent (10%) of the submitted Total (Base) Bid Price, made payable to Desert Recreation District as bid security. The bid security shall be provided as a guarantee that within ten (10) calendar days after the District provides the successful Bidder the Notice of Award, the successful Bidder will enter into a contract and provide the necessary bonds and certificates of insurance. The bid security will be declared forfeited if the successful Bidder fails to comply within said time. No interest will be paid on funds deposited with District PREVAILING WAGES - Pursuant to Section 1770 of the Labor Code, the general prevailing wage rates, including the per diem wages applicable to the work, and for holiday and overtime work, including employer payments for health and welfare, pension, vacation, and similar purposes, in the County of Riverside in which the work is to be done, have been determined by the Director of the Department of Industrial Relations, State of California. These wages are set forth in the General Prevailing Wage Determinations for this project, available from online. Future effective prevailing wage rates which have been predetermined and are on file with the California Department of Industrial Relations are referenced but not printed in the general prevailing wage rates. The Contractor must show the ability to keep appropriate certified payroll records. DIR REGISTRATION - Pursuant to Labor Code Section 1771.1 (a), a contractor or subcontractor shall not be qualified to bid on, or be listed on a bid proposal for any work related to the Project, unless currently registered with the California Department of Industrial Relations (DIR). Furthermore, Contractor is hereby notified that no subcontractor may be awarded a contract for any work related to the Project unless registered with the DIR. Pursuant to Labor Code Section 1771.4, Contractor is hereby notified that the Project is subject to compliance monitoring and enforcement by the DIR. Contractor will maintain and will require all subcontractors to maintain valid and current DIR Public Works Contractor registration during the term of this Agreement. Contractor shall notify DISTRICT in writing immediately, and in no case more than twenty-four (24) hours, after receiving any information that Contractor's or any of its subcontractors' DIR registration status has been suspended, revoked, expired, or otherwise changed. Contract Award: Wednesday, June 11, 2025 MANDATORY Start Up Meeting: Thursday, June 12, 2025 Service Start Date: Tuesday, July 1, 2025 As provided for in Section 22300 of the California Public Contract Code, the contractor may substitute securities for any monies withheld by the District to ensure performance under the contract. The District reserves the right to reject any and all bid proposals and to waive any technical irregularities, to accept any bid or portion thereof, and to take all bids under advisement for a period of sixty (60) days. Bidder is required to possess at the time of bid, and maintain throughout the term of the awarded agreement, current and valid California State Contractor's License Classes C-27 and C-49 or C-61/D-49, Riverside County Pest Control Business Registration; California Pest Control Applicator's License; and ISA Arborist certification. Proof of valid business license for each service area of Bid Packet, including unincorporated areas of Riverside County, as applicable, is required upon award. Please Be Sure to Complete All Required District Forms Contained in the Packet. Incomplete Forms May Lead to Disqualification of Bidder.
