The City seeks a qualified partner to install, operate, and maintain: o 10 L2 + 3 L3 (DC Fast Charging) stalls at our brand-new City Hall o 10 L2 stalls at our brand-new Golf Course Clubhouse Please note that Attachment 1 (City Hall EV Charging Stall Locations) shows the site plan and design details for the City Hall parking area, while Attachment 2 (Golf Course Clubhouse EV Charging Stall Locations) shows the site plan and design for the clubhouse area. Both attachments will help you accurately gauge layout, conduit routes, and any other logistics. Your proposal should address, at minimum, the following tasks: 1. Site Assessments & Design o Review the plans in Attachment 1 (for City Hall) and Attachment 2 (for the Golf Course) to confirm feasibility, electrical loads, and ADA compliance. o Outline any recommended modifications or additions to these designs, and highlight how you would coordinate final approvals with City staff. 2. Equipment Procurement & Installation o Furnish and install charging stations--both Level 2 (L2) and Level 3 (DC Fast Charging)--that are user-friendly, reliable, and meet industry standards (e.g., UL-listed). o Coordinate with local utilities and handle necessary permitting. o Provide all required infrastructure: conduits, panels, trenching, signage, etc. o Be clear about any special transformers or upgrades needed for DCFC setups. 3. Ownership & Financial Models o Let us know how you'd like to structure ownership: City-owned, vendor-owned, or perhaps a hybrid. We'd also like to hear about any revenue-sharing options or creative financing you've used in the past. o Break down all expected costs (hardware, installation, maintenance, networking fees, etc.) and detail any revenue split you propose. 4. Operation & Maintenance (O&M) o Show us how you'll keep everything running, including preventive maintenance schedules, spare parts inventory, and response times for outages or repairs. o Indicate if you offer 24/7 driver support (hotlines, mobile app troubleshooting, etc.). 5. Data Reporting & Software o Outline how you'll provide usage data, station status, and real-time analytics to the City. o Explain driver payment methods and any subscription or networking fees we can expect. 6. Project Timeline o Provide a schedule from design confirmation to commissioning. Try to align completion with each site's readiness. o Detail any lead times for DC Fast Charging equipment. The contractor managing the project must hold either an A General Engineering Contractor or a B General Building Contractor license, along with a specialized C-10 Electrical Contractor license, either directly or through a subcontractor. They must be registered as a public works contractor with the California Department of Industrial Relations, possess a valid business license from the City of Indio, and be certified by the manufacturer of the electric vehicle (EV) charging equipment, if necessary. All work must adhere to the latest National Electrical Code, which includes specific provisions for electric vehicle charging, and comply with all relevant local, state, and federal regulations, including accessibility standards. The contractor should have experience completing at least two projects that involved installing both Level 2 and Direct Current Fast Charging stations for electric vehicles. They should also have a minimum of three years of experience in installing and maintaining EV charging systems of this scale. Additionally, the contractor must be able to secure a bond--a form of financial guarantee--to ensure that they complete the project to satisfaction and provide reliable service during the warranty and maintenance period. The City may reject proposals from Proposers who cannot satisfactorily provide the experience and qualifications required by this RFP and/or provide the scope of services required herein. The City reserves the right to seek new proposals when it determines that it is in the best interest to do so
