Qualified consultant to assist in developing an overall vision and design guidelines for the U.S. Route 1 Corridor Economic Development Zone (EDZ) and a portion of the Atlee/Elmont Interchange EDZ to accommodate targeted businesses, while creating high-quality places with a cohesive appearance through new development on vacant parcels and the redevelopment of existing sites. In compliance with this Request for Proposal and to all the conditions imposed therein and hereby incorporated by reference, the undersigned offers and agrees to furnish the goods/services in accordance with the attached signed proposal or as mutually agreed upon by subsequent negotiation. Hanover County is a growing suburban locality north of the City of Richmond, Virginia. Approximately 20 percent of Hanover's land area is planned for suburban development, while the remaining area is planned for low-density rural development and other agricultural and open space uses. The 2020 population is approximately 109,000 with an average annual growth rate of approximately one percent per year. The U.S. Route 1 Corridor EDZ is largely developed with a mix of commercial and industrial uses, with some residential areas and vacant parcels in certain areas. Some properties were developed in the 1950s and 1960s and need revitalization, while others were constructed more recently. There is existing infrastructure in the area, with public water/sewer available and easy access to major transportation corridors (including Interstate 95). The U.S. Route 1 Corridor EDZ is identified in the 2023 Comprehensive Plan (Envision Hanover) as a renewal area, since it includes highly-visible business areas that have the potential for additional redevelopment and reinvestment. A portion of the study area is within the Altee/Elmont Interchange EDZ, which is identified as an established employment hub due to a concentration of existing business. There is currently a mix of uses that have developed over time, but there is no cohesive vision and older development does not reflect current development standards or recommendations in the Comprehensive. An overall vision, with supporting design guidelines, is needed to ensure this area attracts targeted industries that reflect residents' desires for the area and create high-quality jobs and economic development opportunities.
