Caroline County, Virginia, is soliciting proposals from qualified architectural firms to provide as-needed Space Needs Assessments and potential design services for future construction or renovation of County facilities. The selected firm must demonstrate extensive experience with municipal buildings, particularly in the education (K-12 schools) and public safety (fire, EMS, and law enforcement) sectors. Interpretations, corrections or changes of this RFP made in any other manner will not be binding and Offerors must not rely upon such interpretations, corrections, or changes. The Deputy County Administrator - Finance will issue all Addenda. Space Needs Assessment (As-Needed) Upon authorization by the County, the selected firm may be retained to: o Evaluate certain existing County facilities for current and projected space usage, including public safety buildings, schools, and administrative offices. o Conduct stakeholder interviews with relevant departments, including the Caroline County Sheriff's Office, Fire & Rescue, School Board, County Administration, and others as needed. o Assess operational workflows, staffing levels, storage, and technology infrastructure. o Analyze future population growth and development trends impacting County service needs. o Prepare a comprehensive Space Needs Assessment Report, including: o Departmental space programs o Comparative benchmarks from similar counties o Options for renovation, expansion, or new construction o Conceptual layouts or diagrams (optional but preferred) o Planning-level cost estimates Design Services (As-Needed) Upon authorization by the County, the selected firm may also be retained to: o Develop preliminary design concepts o Prepare schematic design documents and visual renderings o Provide complete architectural and engineering services through construction o Facilitate public engagement, presentations, and support funding applications
