Emery, MSgt (thomas.emery.2@us.af.mil) Project No. TDVG152111 Anticipated Solicitation #: W50S8625BA003 Anticipated Solicitation: June 2025 Anticipated Construction: September 2025 Magnitude of Construction: Between $1,000,000 and $5,000,000. NAICS Code: 236210 - Industrial Building Construction Size Standard: $45.0 Million. Short Project Description: Project No. /Title: TDVG15211 Construct POL Refueler Shelter The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to Construct Petroleum, Oils, and Lubricants (POL) Refueler Shelters outlined in this Statement of Work at the Alpena Combat Readiness Training Center; Alpena, MI 49707. The contractor shall perform work in accordance with the A-E design drawings and standards specified in the contract. The Contractor will provide construction services to construct two (2) complete and usable POL Refueler Shelters. The current POL Refueler parking area consists of non-covered Portland Cement Concrete. Michigans 4 seasons are challenging for POL personnel to navigate throughout the year. The seven (7) R-11s and one (1) C-301 that use this area are routinely covered in snow and ice during the winter months. POL personnel must remove the snow from the top of the vehicles prior to operations. This poses an extreme safety hazard to personnel. The vehicles must be manually dug out due to the closeness of parking with electrical block heaters in between. During the rainy season, storm water runoff has a greater possibility of being contaminated from the unprotected refueling vehicles while inadvertently being discharged into the storm water system. Parking the R-11s and C-301 without protection has severe negative impacts on aircraft refueling operations. Response Requirements: The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. Alpena CRTC, Michigan intends to issue a solicitation and award of a contract for Construct POL Refueler Shelter. The magnitude of this project is between $1,000,000 and $5,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a response as a prime contractor no later than 13 May 2025 at 1:00 PM ET. Your response shall not exceed 13 pages, excluding the Sources Sought Information Request Form, and must include: (1) Positive statement of intent to bid as a prime contractor, and (2) A completed and signed Source Sought Information Request Form (see below) and (3) A list of projects completed during the past three to five (3 -5) years, both for government and private industry. The type of project, dollar value, contract number, location, and agency (Customer) should be identified in the list. Indicate if you were a prime or subcontractor, and if a subcontractor, provide the name and point of contact for the prime contractor. Please provide detailed project history, as a prime contractor, for no more than five projects, that are most similar and most recent, in contract value, project scope/type, to Construct POL Refueler Shelter at Alpena CRTC, Michigan. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) Please provide a brief narrative and list of work items your company typically self-performs or completes 'in-house' and not specific to any particular project. (Work you do NOT typically subcontract.) (6) Provide a letter from your Bonding Company stating Individual / Aggregate Construction Bonding Limits. (See 2. Bonding Capability on the Sources Sought Response Form) In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Performance of Work by the Contractor. (52.236-1 Apr 1984) -The Contractor shall perform on the site, and with its own organization, work equivalent to at least ____xx%______ of the total amount of work to be performed under the contract. This percentage may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction and the Contracting Officer determines that the reduction would be to the advantage of the Government. ** Please review the following clause as it may be included within the solicitation / award, as it pertains to Small Business. Limitations on Subcontracting. (52.219-14 DEVIATION 2021-O0008) (e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded; o Other Notes: Responsibility Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only. Project Awardee will need to be determined responsible in accordance with the Federal Acquisition Regulation.
