The Condition Assessment Program (P15.2024) is currently being developed for Halifax Water's 14 asset classes. A framework is being developed so that we can make asset renewal, rehabilitation and replacement decisions based on actual asset condition and performance. One component of this project involves review of industry standards, interviews with other utilities, and identification of condition and performance assessment methodologies. Within those methodologies, we must also evaluate what technologies and condition & performance assessment services are available, and determine the optimal technology and service for each asset class (i.e. electromagnetic technology will be used to determine condition of a transmission main that is made of pre-stressed concrete cylinder pipe (PCCP)). The RFI that has been prepared will identify who the technology and service providers are and also what they are able to provide to Halifax Water.
