Site work and paving for a mixed-use development in Manvel, Texas. Completed plans call for site work for a pipeline; for paving for a pipeline; and transportation facility.
The deadline to ask questions is 6/05/2025 2:00 PM CST All questions about the meaning or intent of the Contract Documents shall be submitted to the Authority in writing. Maintenance of the Lateral 10 Crossings at SH 6 and BNSF Railroad. Scope includes the rehabilitation of two (2) corrugated metal (CMP) 72-84 syphons that cross beneath State Highway (SH) 6 and BNSF Railroad at Bissel Rd using a spray-applied geopolymer liner. Bissel Rd crossing is approximately 241 LF of 72 CMP. SH6 crossing is 230 LF of 72 CMP and 75 LF of 84 steel pipe. Once lateral is drained, Contractor will use temporary cofferdams to keep water from syphons. CCTV of existing 72-84 syphons is required to identify any necessary point repairs for Owner authorization before application of spray-applied geopolymer liner. Once application is complete, Contractor to perform post-construction CCTV of both syphons. Scope of Work 1. Overview of the project - The Gulf Coast Water Authority intends to make maintenance improvements to the existing Lateral 10 crossings at State Highway 6 and Bissell Road & BNSF Railroad. These improvements will be to rehabilitate two 72"- 84" siphon crossings under State Highway 6 and under Bissell Road & BNSF Railroad due to deterioration. Geopolymer spray-applied pipe liner is the recommended design rehabilitation method to repair both crossings. The existing Lateral 10 siphon under State Highway 6 is 230 linear feet of 72" CMP (Corrugated Metal Pipe) and 75 linear feet of 84" steel pipe. The existing Lateral 10 siphon under Bissell Road and BNSF Railroad is 241 linear feet of 72" CMP. 2. 3. 4. Special construction requirements - o Crossing at BNSF will require contractor to purchase Railroad Protective Insurance through BNSF (or a policy approved by BNSF) for the amount stipulated as allowance. Contractor required to notify BNSF prior to starting work as outlined in the Agreement in the Appendix of the project manual. o Crossing at SH6 will require Design Engineer/Owner to notify TxDOT prior to starting work. Work cannot begin without TxDOT approval. o The contractor will be responsible for any dewatering activities, at no additional cost to the project. No excavation is anticipated. o The contractor shall become familiar with the construction notes on the drawings. o Access locations are shown on Sheet 8 of 11 of the plans o No equipment or personnel will be permitted within BNSF Railroad ROW limits at the ground level. o The construction area is to be drained. o The slide gate is to be removed on the north side of the SH 6 crossing. o CCTV Inspection and cleaning of the existing pipe is required. o The contractor shall address all point repair locations within the siphon. o Post CCTV Inspection is required after the geopolymer spray is applied. o Site shall be restored to pre-construction condition. Shutdowns of existing facilities - o Contractor to complete work within confines of Lateral 10 inlet and outlet structures. Water must flow freely past, unobstructed, in A & B Canal systems. o Cofferdams shall be installed on the upstream and downstream ends of the canal crossing. Contractor shall submit a cofferdam plan to be approved by the engineer Coordination with others - o The contractor will need to contact GCWA for gate access. o Work cannot begin at either crossing without notification and approval to begin work from TxDOT (SH6) and/or BNSF (Bissel Rd). Start to be coordinated with Owner/Engineer. o The Contractor will be required to assist anyone needing access to blocked properties (Bissell Road). o The Contractor shall provide traffic control per the MUTCD and TxDOT requirements. See Traffic Control details in the plans for shoulder work on SH 6. Materials furnished by GCWA - None. estimate range is $675,000-$750,000. *The value for this project is based on a financial range.
