The Department of Veterans Affairs, National Cemetery Administration intends to negotiate on a sole source basis, to a certified SDVOSB vendor, a commercial services contract to provide construction services on a project at the Quincy National Cemetery that includes the removal of the old parking lot paint and applying thermoplastic at the correct spacing meeting all required codes and requirements.. The contracting officer's determination to make a sole source award is a business decision wholly within the discretion of the contracting officer and furthers the agency's progress in meeting its SDVOSB contracting goals. 38 U.S.C. 8127 (b), (c), and (d) provides the authority for VA contracting officers to make awards to certified SDVOSBs/VOSBs using restricted competition, as well as other than full and open competition (sole source).
