Lowest responsible bidder can be defined as the bidder who fully complied with all the bid requirements and whose past performance, reputation, and financial capability is deemed acceptable, and who has offered the most advantageous pricing or cost benefit, based on the criteria stipulated in the bid documents and as determined in the scoring matrix below. Bidders, please note that partial bids will not be accepted, all line items must be included to be considered eligible. Also please note that an internal estimated range has been provided, however there are no points awarded for bid pricing being within this range, nor will it deter a bid from being considered for being outside of the estimated range.
