SMART Overlay and Standard Overlay improvement project consists of asphalt surface removal, placement of (HMA) surface course, pavement patching, pavement markings. If the proposal is accepted and the bidder is declared "not responsive," it is hereby agreed that the amount of the proposal guaranty will become the property of the State of Illinois and shall be considered as payment of damages due to the delay and other causes suffered by the State because of the failure to adhere to the procedures required. Otherwise, the bid bond will become void or the proposal guaranty check will be returned to the bidder. Contractors who desire to become prequalified or to renew their prequalification for this letting must file with the Department of Transportation, Bureau of Construction, Room 322, 2300 South Dirksen Parkway, Springfield, Illinois 62764, a Contractor's Statement of Experience and Financial Condition no later than 4:30 PM prevailing local time, May 23, 2025. A contractor will not be prequalified for this letting unless the statement is received before the time and day established. The Department reserves the right to reject any and all bids, to waive minor or immaterial irregularities, informalities or technicalities, to advertise for new bids, or to request confirmation or clarification from any bidder regarding a bid. ILDOT - 209 - Smart Overlay and Standard Overlay Improvement Project Consists of Asphalt Surface Removal This is a SMART overlay and Standard Overlay improvement project in which the work to be performed under this contract consists of hot-mix asphalt surface removal, placement of hot mix surface course, pavement patching, placement of pavement markings and any incidental and collateral work necessary to complete the improvement as shown in the plans and as described therein. This work consists of regrading the existing aggregate shoulder high areas before a new layer of stone is laid for the proposed Aggregate Shoulder. This work shall consist of the complete removal and replacement of curb or combination curb and gutter. Work shall be according to Sections 440 and 606 of the Standard Specifications, State Standard 606001, District Detail BD-24 and as directed by the Engineer except as modified herein. Curb or combination curb and gutter removal and replacement shall match the type of the existing curb or combination curb and gutter. Types may be variable and are to meet existing dimensions and field conditions. Locations of removal and replacement shall be determined by the Resident Engineer at the time of construction. Unsuitable material to be removed, as directed by the Engineer, shall be replaced with subbase granular material, type B or additional thickness of concrete. Suitable backfill material, when required, shall be replaced as directed by the Engineer. Epoxy coated tie bars, #6 (20) - 24" (610) long at 24" (610) centers, shall be used except when adjacent to flexible pavement. Longitudinal bars, if encountered, are not to be replaced. Hot-mix asphalt surface removal on the existing gutter flag, if encountered, shall be included in the removal of the curb and gutter. This work shall consist of weeding, replenishing mulch, debris removal and disposal, pruning, edging, and other plant care work items as described herein and as directed by the Engineer. Work Requirements: o Dead branches, sucker growth and broken or objectionable branches (cross branches) on trees and shrubs must be pruned prior to bud break or when dormant. o Do not prune shrubs into manicured shapes (cubes or globes). o Vines that are growing across or onto shrubs and/or trees must be corrected so the vine is encouraged to grow up the desired vertical surface. o Prepare a neatly spaded edge between the landscaped bed and/or tree ring and the turf. o Remove any debris caught in trees or shrubs without damaging plant. Remove all weeds, litter and plant debris before mulching. o Tree beds, shrub beds, vine beds, and tree saucers must be 100 percent weed-free and clear of debris to be acceptable. Control weeds in planting beds by pulling entire plant and roots. o Shredded mulch must be replenished to maintain a 4" depth around woody plants. o Shredded mulch shall be kept 6" from the trunk of the tree/shrub. o Care shall be taken not to bury leaves, stems, or vines under mulch material. o All finished mulch areas shall be left smooth and level to maintain uniform surface and appearance. o Mulch must be raked out of turf surrounding the mulched bed or saucer. o After the mulch placement, any debris or piles of material shall be immediately removed from the right of way, including raking excess mulch out of turf areas. o All debris which results from this operation must be removed from the right-of-way at the end of each day This work shall consist of furnishing, installing, maintaining, relocating for various states of construction and eventually removing temporary informational signs. Included in this item may be ground mount signs, skid mount signs, truss mount signs, bridge mount signs, and overlay sign panels which cover portions of existing signs.
