The Town of Manchester is seeking proposals from qualified Contractors for the collection and hauling of municipal solid waste (MSW), single stream recyclables (SSR), bagged leaves and mixed yard wastes, bulk waste and bulk recyclable items, and food scraps. This contract is for residential curbside collection, collection at Town buildings and facilities, equipment and services related to the operation of the Town of Manchester Landfill and Transfer Station, and collection of food scraps from collections units around Town. Question Deadline 05/28/2025 at 4:00 PM ET Each proposer is required to submit with their proposal, a Bid Bond equal to five percent (5%) of the first year's bid price. For the purposes of the Bid Bond only, a list of services anticipated at this time for the first year of the contract is provided in Attachment B. The Bid Bond shall be from a company licensed to do business in the State of Connecticut or a certified check or a cashier's check payable to the Town of Manchester. For each succeeding year of the Contract, the Contractor must submit an updated Performance Bond based upon 100% of the upcoming year's bid price. Updated Performance Bonds are due by May 15th of each contract year and shall become effective on July 1st of that year. The Contractor shall, within ten business days after the notice of award or at the signing of the contract, whichever comes first, furnish a Performance Bond for one hundred percent (100%) of the first year's bid price. The Performance Bond shall be from a company licensed to do business in the State of Connecticut or a certified check or a cashier's check payable to the Town of Manchester. The Town reserves the right to reject any and all proposals, to waive technical defects, and to make such awards including accepting a proposal, although not the lowest cost, as it deems in its sole discretion to be in the best interest of the Town. The Town reserves the right to reject any proposal if the proposer, any officer of the proposer, or any other company owned in whole or in part by any officer(s) of the proposer, is delinquent in the payment of any taxes or fees owed to the Town. The Town reserves the right to require a disclosure statement from the proposer listing the name(s) of all officers of the company.
