The Town of Manchester is seeking the services of a qualified Professional Land Surveyor, licensed in the State of Connecticut, to perform a topographic field survey and base map in AutoCAD format for the approximately 5,600' long section of Tolland Turnpike between Chapel Road and Buckland Street. They are standard for all competitive bidding proposals issued by the Town of Manchester, Connecticut for contracts of all types where labor, materials, and necessary equipment to complete work is to be furnished to the Town, where the Town is to purchase supplies, materials, and equipment, where the Town is to sell surplus materials and equipment, or where the Town is to sell real estate. These rules and regulations shall be binding upon all prospective bidders and the Town of Manchester. The Town reserves the right to reject any and all proposals, to waive technical defects, and to make such awards including accepting a proposal, although not the lowest cost, as it deems in its sole discretion to be in the best interest of the Town. The Town reserves the right to reject any proposal if the proposer, any officer of the proposer, or any other company owned in whole or in part by any officer(s) of the proposer, is delinquent in the payment of any taxes or fees owed to the Town. The Town reserves the right to require a disclosure statement from the proposer listing the name(s) of all officers of the company. These instructions are standard for all proposals issued by the Town of Manchester, Connecticut, for the purchase of all supplies, materials, and equipment. The Town of Manchester may delete, supersede, or modify any of these standard instructions for a proposal by indicating such change in the section headed "Special Instructions to Bidders." 1. Unless otherwise stated, deliveries must consist of new merchandise. 2. Prices quoted shall be net delivered prices to the Town. 3. The Town may withhold acceptance of, or reject any merchandise which found, upon examination, not to meet the specifications' requirements. When rejected, it shall be removed by the Contractor (vendor) within ten (10) days after notification of rejection. 4. When the schedule indicates that an item to be purchased is to be specified, or equal, the bidder may offer an article which is certified to be equal in quality, performance, and in other essential characteristics to the bid standard. Bidder must furnish any information, such as specifications, test results, etc., which will help in determining whether an item is equal or superior to the Town's bid standard. If a bidder fails to name a substitute, the specified item must be furnished. 5. Bidders agree to comply with all of the latest Federal and State safety standards and regulations and certify that all items furnished in this bid will conform to and comply with said standards and regulations. Bidder further agrees to indemnify and hold harmless the Town for all damages assessed against the Town as a result of the bidder's failure to comply with said Standards and/or Regulations. 6. The Town reserves the right to make an award by item, total or by group, as may be in the best interest of the Town. If a Bidder desires to bid on an "all or nothing" basis, he shall so indicate on the bid schedule and the Town reserves the right to make an award as may be in the best interest of the Town. 7. The Bidder shall pay all royalties and license fees. He shall defend all suits or claims for infringement of any patent rights and shall save the Town of Manchester harmless from loss on account thereof except that the Town of Manchester shall be responsible for all such loss when a particular manufacturer, product, or process is specified by the Town of Manchester. The general scope of this project includes the following: The Land Surveyor will provide base mapping depicting existing conditions, both planimetric and topographic within the project limits that will be used for the proposed design. The general project limits are shown on the attached plan and generally follow the Tolland Turnpike right of way between the Chapel Road and Buckland Street intersections. The topographic survey will extend approximately 100 feet on each side of the existing Tolland Turnpike centerline. The limits for this survey will be as follows: 100 feet west of the Tolland Turnpike at Chapel Road intersection; 50 feet south, east and north of the Tolland Turnpike at Buckland St/Adams St intersection; 100 feet on each side of the Tolland Turnpike centerline; All work will shall be: 1. Performed by or under the immediate supervision of a Land Surveyor licensed in the State of Connecticut. 2. Based upon the Town of Manchester's Control Network for horizontal and vertical control. 3. Performed as outlined in "Connecticut Department of Transportation Location Survey Manual, Bureau of Highways as amended through June 1997" and "State of Connecticut Department of Transportation Survey Operations Guidelines and Specifications for Global Navigation Satellite System Surveys Version 1.0 prepared by Connecticut Dept. of Transportation dated 8/1/2016" unless otherwise specified herein. 4. All survey work shall be performed as to achieve the accuracies as outlined below and shall consist of the following: Perform research at Town offices to show the existing roadway right-of-ways within the required project limits and identify property owners abutting the project area. Research shall consist of identifying property owners within the project area from assessor's records, current deeds and available mapping. Research and obtain the latest mapping for all public utilities within the project limits, including Town of Manchester Traffic Fiber Network and N/F Williams Fiber (Level3). The Consultant shall provide the Engineer a Survey Control Traverse extending through the limits of the project tying into the Town of Manchester Control Network at or beyond the project limits. This traverse shall be run in compliance with Section III of the Location Survey Manual, Bureau of Highways, Connecticut Department of Transportation, revised June 1997, except as herein after provided. This traverse shall follow the procedures as referenced in the above document for a primary control traverse. The values of each control point shall be shown on Town Control datums. Each control point set shall be classified as "semi-permanent" in nature and have three (3) ties per point shown to the nearest 0.01 of a foot. Prior to the establishment of the Survey Control Traverse, a meeting between the Engineer and Consultant is required to confirm placement of Traverse points to minimize potential conflicts. All existing property corners and Right-of-Way markers that are readily evident from existing deeds/mapping or observed in the field are to be shown. All monumentation is to be located to an A-2 Standard of Accuracy. Street lines and property/easement lines need not be computed but are to be shown graphically and referenced appropriately. The topographic portion of the base survey shall be prepared to a T-2 Standard of Accuracy. All existing features shall be elevated/located, including but not limited to: utility poles, street lighting, traffic control signal structures and appurtenances, railroad crossing structures and appurtenances, railroad tracks, guide rails, roadways, driveways, walkways, utility structures (water, gas, electric, communication, sewer, drainage), stone walls/fences, trees greater than three inches DBH (diameter breast height), visible utilities, landscaped features including ornamental trees, shrubs, and bushes, bus shelters, and any other topographic features deemed pertinent for design within the project area. Buildings within the project limits shall also be field located, including finished floor and door elevations, sidewalks, locations of any windows protruding from the face building, signage and awning limits, utility connections to the buildings, parking stalls, all roadway markings within project area (striping, crosswalks, etc.), etc. Tops of frames and invert elevations shall be collected for all sanitary sewer and storm drainage structures. All utilities shall be labeled with size, material and direction of flow, where appropriate. One foot (1') contours are to be shown, augmented with spot elevations as needed. Supplemental benchmarks are to be established and shown at locations where the proposed traverse exceeds 500 feet between traverse points. The mapping shall be prepared for 1"=20' scale roadway plans and 1"=10' intersection grading plans. The method of Contractor Selection has not been Determined at this time.
