The City of New Bedford Purchasing Department, in conjunction with the Department of Public Infrastructure, is soliciting sealed bids for construction of the Stormwater Illicit Connection Removal Project. Questions related to the project shall be submitted via online portal. Question Acceptance Deadline 05/30/2025 04:00 PM EDT The work of this project includes, but is not limited to, the following: 1. Furnish and install approximately 1,900 linear feet of new 8-inch through 24-inch drain and sewer pipe, new drain manholes, new catch basins, and catch basin hoods. 2. Removing approximately 19 illicit drain connections by redirecting illicit connections from the drain system and into the sanitary sewer system either installing a new sewer pipe connection in the public ROW or redirecting interior plumbing connections. 3. Furnish and install approximately 2,400 linear feet of 10 - 15" cured in place lining and perform cementitious manhole lining on manholes adjacent to pipes receiving cured in place lining. 4. All site preparation; submittals; utility relocations, connection to existing systems; providing temporary facilities; environmental protection; erosion and sedimentation control; dewatering and drainage; test pits; rock and boulder excavation; avoiding existing and future utility conflicts to the maximum extent practicable; trenching, backfilling, and compaction; excavation support and protection; decking; furnishing and installing granular fill materials; pipeline testing, cleaning; dust control; traffic management and regulation; connection to all work on existing systems; paving; loaming and seeding; surface restoration; miscellaneous work and cleanup; coordination with other contractors, and all else incidental required for successful completion of the work as specified. Disadvantaged Business Enterprise (DBE) goals of the Commonwealth of Massachusetts and the City of New Bedford are applicable to the construction contract. The Commonwealth of Massachusetts goals for this project are a minimum of 4.2 percent D/MBE participation and 4.5 percent D/WBE participation by certified DBEs. The City of New Bedford goals for this project are a minimum of 11.0 percent D/MBE participation and 5.0 Percent D/WBE participation by certified DBEs. The higher of the two DBE participation goals shall govern. The City of New Bedford also has minimum goals for employment (workforce utilization) of 18.0 percent minority and 6.9 percent female participation. All bidders shall submit all required completed City of New Bedford forms and completed Massachusetts Department of Environmental Protection DBE forms (EEO-DEP-190, EEO-DEP-191 and the DBE Certification of United States Citizenship form) with their bid. Failure to comply with the requirements of this paragraph may be deemed to render a proposal non-responsive. No waiver of any provision of this section will be granted unless approved by the Department of Environmental Protection (MassDEP) and the City of New Bedford, Massachusetts. Minority Business Enterprises are to be awarded at least 11% ofthe total contract amount for construction/public works projects. B. WomanBusiness Enterprises are to be awarded at least 5% ofthe total contract amount for construction/public works projects.
