Reference Number 0000293631 Defence Construction Canada (DCC) is calling for offers to establish a Standing Offer (SO) to provide “as and when required” services to locate underground utilities at Canadian Division Support Base (3CDSB) Garrison Wainwright, Alberta. The SO will be for a period of two years with a maximum estimated value of $80,000.00. If mutually agreeable between the Contractor and DCC, the SO/SOA may be extended for up to two additional one-year periods and increased in the order of $80,000 at any time. Call-ups under the SO are expected to be valued between $2,000.00 and $5,000.00; the maximum value of a call-up under the SO is $25,000. Firms that consider themselves qualified to provide these services are invited to submit their offer through the MERX Electronic Bidding System on or before the closing date and time indicated on the Electronic Bidding System. 1 As required, and as applicable to individual callups, the Contractor shall provide locate services in line with the following requirements: .1 Ground Disturbance Supervision: Contractor to engage a ground disturbance supervisor to be present for all on-site activities. Ground disturbance supervisor must possess valid Level 2 Ground disturbance certification. 2 Utility Location: The contractor shall perform utility locating services as specified in the call-up, utilizing standard locating technologies (e.g., Electromagnetic locators and inductive clamps) wherever possible. The contractor may be responsible for: .1 Sweeping the defined area and marking all underground utilities, both known and unknown or; .2 Tracing and marking all power lines within the specified area or; .3 Tracing and marking a single power line within the specified area, as directed. .3 Utility Mapping: The contractor shall prepare and submit a field drawing to the DCC Representative upon completing the utility locates. The drawing must adhere to the following requirements as per the Underground Facility Locating and Marking Standard (Version 1.0, January 2023): .1 Sketches or drawings showing the approximate horizontal alignments of located facilities. 2 Locator's name. .3 Date the locate was performed. .4 Names of the requestor and/or facility owner. .5 Location of the work.
