The Jordan Basin Improvement District is seeking a qualified CMGC with expertise in gravity sewer pipeline installation using open-cut and trenchless methods in Herriman, UT. The new 12-inch buried pipeline will connect a planned residential development on the southwest side of Mountain View Corridor (MVC), cross underneath MVC within the UDOT right-of-way via a 24-inch casing, and connect to the existing JBID sewer system located along Academy Parkway in Herriman, UT. The District is using a Qualifications Based Selection process to hire a CMGC to provide pre-construction and construction services for the construction of a 12-inch gravity sewer pipeline, approximately 2,850 linear foot in length, using open trench and trenchless construction methods along Academy Parkway and crossing the Mountain View Corridor (MVC) in Herriman, UT. Additional work includes a maintenance roadway, site restoration and grading, manholes, connection to an existing manhole, UDOT coordination and permitting, a 24-inch steel casing, and associated appurtenances for the complete installation of the gravity sewer pipeline. Substantial Completion of Academy Parkway Sewer Extension Scope December 1, 2025 Final Completion December 15, 2025 Open Cut New 12-inch Sewer Pipeline - This portion of the work consists of approximately 2,250 linear feet of 12-inch PVC pipeline (yellow line in Figure 1-2) that is expected to be installed via an open cut trench. The open cut portion on the north side of MVC will connect to an existing JBID manhole near the Redemption Bar & Grill and run along a property easement to be acquired by JBID during design. The open trench portion on the south side of MVC will run up a hillside along a future development roadway and end at a newly installed manhole to be connected to by the future development. GEI will provide a Geotechnical Investigation Report (GIR) for the proposed open cut alignment. The results of GEI's investigation will be summarized in a written report prepared under the supervision of an engineer registered in the State of Utah. The final alignment will be determined through the design process and pending easement approval. Trenchless Installation of New 12-inch Sewer Pipeline and 24-inch Casing - This portion of the work consists of approximately 550 linear feet of pipeline that will cross MVC with a 12-inch carrier pipe inside a 24-inch steel casing. An intermediate pit along the 550-foot crossing is an available construction method to install two 225-foot casings if desired by the Contractor. Additionally, the CMGC Team is encouraged to evaluate the use of down-the-hole hammer systems such as the Goenex method to improve constructability and reduce risk in dense or bouldery soils. Final trenchless construction methods and the final alignment will be determined through the design process and pending easement approval. GEI will prepare a Geotechnical Baseline Report (GBR) and lead the design/specification development for the MVC crossing. The report provides interpretation of the ground conditions and sets baselines of those conditions to aid the contractor during bidding and to resolve differing site condition (DSC) claims during construction. Further information on the background, design, geotechnical data and construction is included in Appendix C - Geotechnical Data Report - Draft for the Academy Parkway Sewer Extension Project CMGC RFP. 3rd Party Coordination and Permitting - This portion of the work consists of coordinating with Herriman, UDOT, and local government authorities in developing and obtaining all the necessary permits. This includes developing a traffic control plan and construction permit with UDOT to cross under MVC and work within the UDOT right of way. Also included is developing and preparing a SWPPP and/or Erosion Sediment Control (ESC) plan if the disturbed area is over one (1) acre in size or an ESC plan if under one (1) acre. The District has developed a list of goals for the Project. A. Plan, collaboratively assist in design, and construct a 12-inch sewer pipeline that connects a future development to JBID's existing sewer system and is operational by December 1st,2025. B. Jordan Basin Improvement District, J-U-B, Ballard Spahr, and CMGC to work collaboratively and transparently throughout the project life cycle. C. Deliver a quality and sustainable project that meets the performance requirements of JBID and adheres to all state of Utah statutes and requirements. D. Identify and manage risks and opportunities and suggest strategies to eliminate, minimize, or mitigate risk, particularly for the trenchless construction of the MVC sewer crossing, including the potential use of innovative methods and equipment suited for challenging ground conditions. E. Minimize impacts to the public and stakeholders. F. Maximize project benefits by considering quality, budget, and schedule. G. Develop and implement a strategic approach to 3rd party coordination. Particularly with UDOT and local government authorities in developing and obtaining a traffic control plan and permits.
