Site work and new construction of a mixed-use development in Whiteriver, Arizona. Completed plans call for the construction of a 407,000-square-foot medical facility; and for site work for a medical facility.

The Prime Contractor shall furnish all personnel, materials, services, and facilities necessary to construct a new 407,000-square-foot Indian Health Service hospital to replace the existing Whiteriver Hospital on the Fort Apache Indian Reservation. Work includes construction of a Primary Care Acute Care Facility in accordance with 2022 FGI guidelines and IBC 2024 Type IB requirements with occupancies including Healthcare (Group I-2), Business (Group B), and designated A-2, A-3, H-3, R-2, S-1, and S-2 areas. Services provided in the new facility encompass comprehensive medical, behavioral, emergency, diagnostic, rehabilitative, administrative, and public health functions across a wide range of specialties. Work also includes construction of associated parking, drives, utilities, stormwater management, and supporting site features. The project requires development of temporary parking and shuttle operations due to limited on-site parking during construction. The existing hospital and the Garrett Building shall be demolished after completion and transition to the new facility, with demolition occurring after IHS relocates under a separate contract. Additional work includes construction of two wastewater treatment plants, improvements to Arizona State Highway 73, upgrades to the Tribal Utility's surface water treatment plant, and replacement of a section of sewer main south of the hospital campus. Construction specifications require compliance with applicable codes, environmental requirements, and Buy American provisions. The project is fully designed and solicited as a bid-build contract under full and open competition. The contractor shall incorporate the transition period into the project schedule and adhere to Tribal Employment Rights Office (TERO) requirements.
