El Paso County is proactively working to adapt to the changes that come with the demands of a rapidly growing community. The County's goal is to ensure that as infrastructure is redeveloped it is done in ways that are consistent with current engineering standards that will ensure compliance, functionality, and longevity. The Existing Johnson Controls Building Automaton System/Direct Digital Control (BAS/DDC) system cannot be maintained without proprietary hardware and password access from the manufacturer making it impossible for EPC Facilities to provide the best possible climate control for elected officials, staff and visitors to the Citizens Service Center. Software changes have been integrated into the existing system, but they are not sufficient to maintain the facility properly. Replacing the existing system will allow for nonpropriety access to all control points without the need of any mandatory support from any specific Respondent. Periodic certification updates and software updates could be performed by a contractor of our choosing.
