Construction Management at Risk (CMaR) Firm for the Town of Fort Mill Operations Center and The Town of Fort Mill Community Center Renovation Question Deadline 05/30/2025 at 5:00 PM ET Should the Company have questions, find discrepancies in the plans and/or specifications, or be in doubt as to the meaning or intent of any part thereof, the Company shall request clarification from the Town The project includes the construction of the Town of Fort Mill Operations Center to be located at Banks Road and Crystal River Drive along with the renovation of the existing Town of Fort Mill Community Center located at the 1011 Talbot Drive in Fort Mill, SC 29715. The Construction of the Town of Fort Mill Operations Center The Town of Fort Mill, SC Departments of Public Works and Utilities are undergoing the development of a new operations center campus. The site is located in the general industrial (GI) zoning district on a 13-acre site at Banks Rd and Crystal River Dr. The goal of the project is to create a unified campus for the town services. The town services are currently spread amongst various locations without adequate space. This campus will optimize efficiency and allow for future expansion. There are seven new structures proposed for the campus including: an administration/operations building, a fleet maintenance building, a warehouse, two covered vehicle structures, a manual vehicle wash building, and a fuel canopy. The project includes full site development for a previously undeveloped site (utilities, drives, parking, landscaping, and material lay-down yard). The Administration/Operations Building will house two primary functions. First is the administrative staff for both the public works and utilities departments. This will include open workspaces, private offices, conference rooms, a breakroom, and storage spaces. Secondly, the operations team and related building program will be encompassed in this building. This includes locker rooms, a fitness room, touch-down workspaces, PPE and Uniform storage, and other related functions. Shared functions include a large assembly space with a divider wall to create a flexible multi-purpose training space. The exterior design will consist of a combination of modern exterior brick and corrugated metal panels. The building roofs are a combination of gable standing seam metal roofing with accent dormer roofs at the lobby and open work rooms, and a flat roof over the operations program. The roughly 14,000 SF fleet maintenance building consists of three heavy duty bays, three light duty bays, a fabrication bay, small engine repair, tire storage, parts inventory, and a central lube room. Additionally, this building includes office spaces for the respective staff. This structure is located on the campus such that it can accommodate future expansion for additional bays. This will be a pre-engineered metal building structure with an insulated block and metal panel exterior. The offices are to be conditioned spaces, and the remaining functions are to be heated only. The roughly 17,000 SF storage warehouse building is a large open interior space divided by chain link fences designating respective storage zones. Each area will have an overhead garage door for exterior access. Additionally, there will be a covered exterior loading zone on grade for ease of drop-off and pick up. This will be a pre-engineered metal building with insulated metal block and corrugated metal paneling on the exterior. The space will be heated only. The covered vehicle storage buildings consist of two approximately 19,400 SF each structure, totaling to 38,800 SF. This includes 6,400 SF heated enclosed and 13,000 SF open-air. These will be pre-engineered metal structures on slab with insulated blocks and corrugated metal siding exteriors. The function of these structures are to house the fleet vehicles and pertinent equipment. The enclosed portions will have overhead garage doors The campus will also include a drive-thru manual vehicle wash building. This includes a raised metal platform with handheld sprayers. This structure will include a unisex restroom and a storage room for equipment. The building is to be block with a single slope standing seam metal roof. Additionally, a canopied fuel island will be located adjacent to this building. The canopy and fuel systems design will be turn-key by others. The Renovation of the Town of Fort Mill Community Center The project involves the renovation of the 17,200 SF Fort Mill Community Center, originally constructed in 1952. The building consists of a central double-height gymnasium surrounded by single-height support spaces. Existing construction includes load-bearing masonry and CMU walls, concrete slab-on-grade floors, and a combination of steel trusses with wood roof decking and ballasted membrane roofing on metal deck. The scope includes asbestos remediation, extensive demolition, and reconfiguring interior spaces to add a multipurpose activity room, 2 classrooms, restrooms, and storage. All new MEP systems will be installed, including a dedicated HVAC system for the gym. Finishes will include exposed brick, painted drywall, polished concrete floors, LVT flooring, exposed ceiling, and ACT ceiling clouds, with infrastructure for AV, Wi-Fi, and access control. Exterior work includes painting and repointing brick, full replacement of roof membranes, repair of damaged decking, new clerestory windows and storefront glazing, and new exterior doors. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
