In those cases where bids are opened by the City and the apparent low bidder for which the bid. would be awarded has not done so, the City will notify that bidder that the signed Conflict of Interest form was not submitted, but that the submission of the form within two working days after the City's notification, oral or written, of the failure to submit the form, will allow the City to further consider the bid in accordance with all other applicable rules and practices. The City will not be responsible for the bidder's loss of the bid opportunity if the bidder cannot be reached by the City's best effort for contact.
