**As of July 03, 2025 This project has been awarded to B4 Enterprises, Inc., with the awarded amount of $2,921,628.25** Switzer Canyon FUTS Trail Project This project will construct the Switzer Canyon FUTS trail. The trail will be approximately 3/4 mile in length and will be an aggregate-surfaced, non-vehicular, multi-use trail. Some sections of trail will be concrete due to steeper grades. The trail will start on the west end at the eastern terminus of Terrace Avenue to the intersection of Switzer Canyon Drive on the eastern end. This trail will provide a key connector route to and from downtown Flagstaff for pedestrians and bicyclists traveling to McMillan Mesa, Buffalo Park, USFS Trails, and the Arizona Trail on the north side of Flagstaff. It will create access to City of Flagstaff Open Space along the south side of the mesa and utilize a FUTS easement through private land on the eastern slope of the mesa. The trail will help to concentrate social trails in the area and aid in cleanup efforts in an area which sees sizable littering, transient camping, and illegal dumping. The Contract will be awarded to the lowest responsible Bidder whose bid is responsive to this Invitation for Bids and will be most advantageous to the Owner. The responsibility of the Bidder will be based on the factors described in Article 16 of the Procurement Code Manual. Any single factor or combination of factors may be grounds for determination of non-responsibility. Additional factors shall include the Bidder's past performance, specifically, on contracts with the Owner, or other public agencies. This includes threats of litigation, contract terminations for any reason, and the lack of ability to resolve disputes without litigation. The Owner may select a Bidder and enter into a Contract for reasons other than the lowest price bid. Any concerns as to requirements, omissions or discrepancies must be presented to the Owner in writing. The Owner will determine the appropriate action necessary, if any, and issue written addenda. Oral statements of instructions will not constitute an addendum to this solicitation unless confirmed in writing by addenda.
