*Award Announcement WITHDRAWN 06/10/2026* CR#: 2136123 Question Deadline 06/26/2026 Direct inquiries to funding@ocfs.ny.gov Contract Term: 10/1/2026 - 9/30/2031 IFB 1267 Repair and Renovation Project: Home-Based Child Care (Reissue) The New York State (NYS) Office of Children and Family Services (OCFS) announces the release of this Invitation for Bids (IFB) to contract with one entity to serve as the administrator and comprehensive technical assistance partner with OCFS for the Repair and Renovation Project: Home-Based Child Care. High quality child care programs play an integral role in the social, emotional, and physical development of children. Developmentally appropriate and high-quality learning environments contribute to improved outcomes, including the promotion of healthy behaviors, social-emotional skills, and greater independence in children. Considering the high costs associated with providing child care and narrow profit margins, home-based child care businesses often lack the resources to invest in necessary renovations and repairs that would increase the quality of care they can provide. OCFS is seeking bids to select a qualified vendor to develop and administer an infrastructure repair and renovation program and provide technical assistance to existing licensed/registered home-based child care businesses. The project goal is to support existing licensed/registered home-based child care businesses in making minor repairs and renovations that increase the quality and enhance capacity of their child care environments. The vendor will: Administer the disbursement of funds on behalf of NYS. Enforce OCFS-specified eligibility requirements for payments made by the vendor to existing licensed/registered home-based child care businesses. OCFS will share eligibility criteria with the awarded bidder during the contract development period. Process payments to eligible and approved businesses, ensuring proper documentation and program compliance. Oversee project monitoring, provide technical assistance, and ensure compliance to facilitate successful project completion Specifications Failure to meet the minimum requirements outlined in Section 3.1 may result in a bid being found non-responsive and eliminated from consideration. There are approximately 11,000 licensed and registered home-based child care providers in New York State that are potentially eligible to apply for these infrastructure repair and renovation projects. Based on the total available funding and individual award amounts ranging from $25,000 to $50,000, it is estimated that the total number of home-based child care businesses selected to participate in the program will range from 200 to 400 entities, depending on qualifying applications and project scope. To ensure the successful fulfillment of the deliverables and IFB requirements, the awarded vendor will staff the project with adequate levels of personnel possessing the necessary expertise and appropriate credentials. The bid rates for all deliverables will include all staffing and travel expenses. OCFS reserves the right to review and approve the resumes and qualifications for all staff the contractor proposes to assign to this project, to ensure the successful performance of the contract, and may require the replacement of any proposed staff whose qualifications or experience are deemed insufficient by OCFS in its sole discretion.
