The College is designated as a Municipal Separate Storm Sewer System (MS4). The College currently discharges stormwater into Gilkey Creek. The Clean Waters Act establishes federal jurisdiction over "navigable waters," defined in the Act as the "waters of the United States." Gilkey Creek falls under this jurisdiction as a result to get a permit the College is required to develop, implement, and enforce a Stormwater Management Program (SWMP). The College seeks to have a qualified firm develop a Stormwater Management Program for the College and help us submit for a NPDES permit.
