The Department of California Highway Patrol (CHP) invites prospective bidders to review and respond to the attached Invitation for Bids (IFB) Number 25C347002 entitled, "CHP NIMITZ COMMERCIAL VEHICLE ENFORCEMENT FACILITY (CVEF) - Bay Doors Replacement Services". When preparing and submitting a bid, compliance with the instructions found herein is imperative. Disabled Veteran Business Enterprise (DVBE) Participation Requirements California Law Requires Disabled Veterans Business Enterprise (DVBE) participation. All bidders for this solicitation, must meet the minimum DVBE participation requirement of 5%. Bidders are eligible to receive a DVBE incentive for their participation. For more information regarding this option, see section M of the IFB entitled "Preference and Incentive Programs." License Requirement: Contractor State License Board (CSLB) C-61/D-28 Doors, Gates and Activating Devices Contractor. Question Deadline 06/03/2025 at 9:00 AM PT Bidders shall submit questions via email to KELLIE AU at Kellie.au@chp.ca.gov. Work under this scope of work (SOW) is under the jurisdiction of the CHP, who will execute the contract documents, coordinate with the Contractor as necessary, and conduct inspections to ensure the work is being done in strict accordance with the specifications. No deviations from these specifications will be permitted without concurrence and subsequent authorization from the CHP Facilities Coordinator. Contractor shall attend a pre-construction meeting with the CHP Facilities Coordinator and the on-site contact, at which time the Contractor will provide a work schedule and any job-related submittals. 6. General Instructions: A. Design Requirements: Rapid roll-up doors must be able to withstand a wind pressure of 20 pounds per square foot (psf) of door area. Rapid roll-up door must provide a near-airtight seal and knock-away feature for easy reassembly upon impact. After accidental impact, door must be capable of reset from ground level without the use of ladders, tools or lift equipment. Rapid roll-up doors must be automatic closing, upward coiling, interlocking rolled slat, curtain type. Rapid roll-up doors must include the following: 1) Motor operated, vertically opening, rapid roll-up type. 2) Designed for high cycle use on exterior openings. 3) Springless type, operated by electric power with auxiliary hand chain operation. SCOPE OF WORK (continued) 4) Complete with guides, hardware, fastenings, operating mechanisms and accessories. 5) Surface mounted type with guides at jambs set back at sufficient distance from the interior side of the jambs to provide a clear opening width from jamb to jamb and a clear opening height when the door is in fully open position. 6) Horizontal guide mounted wind bar. 7) Door curtain shall have a temperature service range of -40_ F to 180_ F. B. Door Curtain: 1) Two layers of ethylene propylene diene terpolymer (EPDM) rubber; sandwiched with 1-ply, 110 lbs. polyester cord center. Material provides normal resiliency and flexibility at temperature ranging from -40_ F to 180_ F. 2) Complete with molded curtain locks that are mechanically attached to the vertical edges of the curtain material. The retention system maintains and holds the curtain in guides under extreme wind load conditions. Curtain Color: gray. C. Guides: 1) Side curtain retention guides must be one-piece extruded aluminum to form a slot of sufficient depth to allow the "curtain locks" to move freely in the guides at all times. Aluminum members must have sufficient thickness and rigidity to maintain the curtain within the guides during normal operation while enabling the curtain lock to release during accidental impact. 2) Side frame mounting angle must be provided for installation directly onto concrete or steel door framing. 3) Bottom bar must extend the full width of the curtain, sufficient to maintain the bottom edge of the curtain parallel to the door threshold at all times. The bottom bar must be constructed of two steel angles bolted together and must have a knock-away section to reduce risk of damage during accidental impacts. Knock-away bottom bar must be able to be reset without the need to open the side frames D. Roll-Up Door System: 1) The curtain must be rolled on a barrel of sufficient size to carry the door load with deflection of not more than 0.03-inch per foot of opening width. Both the drive barrel shafts must be constructed of minimum 1-1/2-inch C1018 cold rolled steel shafts. 2) Door must be designed to operate safely without the use of a counterbalance system. A direct connect inertia brake must be mounted directly on the drive barrel shaft door. Engagement of the inertia brake must disable the electrical control circuit 3) The idler must be constructed of 4-inch outside diameter round HSS structural tubing with a minimum wall thickness of 0.124-inch and supported by 1-11/4-inch C1018 cold rolled steel shafts at either end. Idler must be guide mounted not end bracket mounted for proper tracking of curtain into the guides. 4) End brackets must be constructed of 1/4-inch hot rolled steel plate with sealed heavy duty, self-aligning bearings with cast iron housings to support the drive barrel. Bearings must be load-rated at 5,600 lbs. dynamic and 3, 360 lbs. static. 5) Welded truss must brace endplates together at the top and bottom with C3x4.1 channel and 2"x1/4" flatbar diagonal bracing. E. Reversing Edge: 1) Door must be equipped with reversing sensing edge to stop and reverse door to manufacturer's standard. A 1/8-inch-thick EPDM rubber loop must wrap the reversing edge. Both the reversing edge and rubber loop must be replaceable without removing the bottom bar from the curtain. F. Construction: 1) Door must be constructed of steel, aluminum and EPDM rubber/woven curtain. Structural elements must be assembled by welding or by mechanical fasteners. G. Operation of Door: 1) Doors must be equipped for operation by electric operator, manual chain hoist and non-drive side mounted inertia brake. H. Electrical Operations: 1) Electric door operators must be CSA/UL approved, Model HG, High RPM, heavy-duty gearhead type with pre-wired, number coded control cabinet as required by manufacturer's standard. Panel enclosure must comply with NEMA-4 rating. 2) Motor must be totally enclosed fan-cooled (TEFC), high-starting torque, flange and foot mount, hoist-type, operating through a parallel helical gear reducer mechanism. The gear reducer must be mounted on a heavy-duty base of 5/16-inch steel. 3) Motor and sprocketing must have capacity to open door at maximum speeds of up to 24-inches per second, closing door at 12-inches per second and rated for 3.2. horsepower, 460 volts, 3-phase. 4) Operator must be equipped with rotary screw-type limit switches to control open and close door positions as well as an electromechanical brake system to stop and hold door in any position to manufacturer's standards. 5) Operator must be equipped with built-in manual emergency chain hoist. Built-in electrical interlock must prevent motor operation during use of manual chain hoist. 6) Control panel enclosure must be NEMA-4 rated. Wiring must be completed by manufacturer and must be UL listed. Drive system must be controlled by programmable logic controller (PLC) with inverter drive for soft start and soft stop door operation. Control panel must have fused primary power, adjustable closing timer, three push buttons for "OPEN", "CLOSE" and "STOP" functions, push/pull mushroom button E-stop and cycle counter. I. Manual Operation: 1) Emergency manual chain hoist must be provided to allow manual door operation. Chain hoist must be sufficient capacity to operate a door at a maximum pull requirement of 20 lbs to 30 lbs. The static load on the hand chain to hold the door in any position must not exceed 11 lbs. J. Red and Green Door Light: 1) Each door must be equipped with a red and green LED door lights with 8 inch diameter lens. Red light must be activated when the door is closed or partially opened. Green light must be activated when door is fully opened. K. Weather-Stripping: 1) Replaceable, capable of providing a weathertight seal at door head, jambs, and sill. Type as recommended by the rapid roll-up door manufacturer. Preparation: 1) Openings shall be prepared to the correct dimensions to receive the rapid roll-up doors. Headers shall be level and jambs shall be plumb. Headers and jambs shall not have projections. Overhead tracks or similar assemblies shall not obstruct openings. 2) Tracks and supports shall be secured, reinforced, laterally braced and supported as necessary to prevent swaying and vibration of the doors. L. Installation: 1) Doors and accessories shall be installed in accordance with the door manufacturer's instructions and the approved shop drawings, and shall provide an installation which will operate freely without binding. 2) All electrical wiring including power supply, control and interface located near the door to be installed by an electrical contractor 3) Anchors and inserts for guides, brackets, motors, switches, controllers and other accessories shall be accurately located and installed as shown in the manufacturer's instructions and the approved shop drawings. 4) Any material or equipment not mentioned herein, which may be necessary for the completion of the installation and the proper operation of the rapid roll-up doors shall be furnished and installed. 7. Quality Control: The Contractor shall arrange to have an authorized representative of the rapid roll up door manufacturer present at the time the doors are installed to assist in the door installation. After doors are installed, doors shall be tested for proper operation and adjustments made so doors operate smoothly, consistently and properly. 8. Equipment, tools, etc.: Contractor is responsible for including the cost of any special equipment or tools needed for the installation of the rapid roll-up door in the cost of their bid, e.g., forklift, manlift, etc. 9. Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace components of door that do not comply with requirements or that fail in materials, finish, or workmanship for a period of five (5) years from the date of project completion.
