Question Deadline 06/05/2025 Questions must be submitted to rburgess@adelantoca.gov The City of Adelanto (the "City") has a population of approximately 39,000 and is located in the high desert region of San Bernardino County. The City owns all facilities and provides sewer and potable water services to its residents within the city boundary (Service area) under the Adelanto Public Utility Authority ("APUA"). The City contracts with a professional utility management firm that has been operating the City's Water Distribution system as well as the sewer collection system and the City's 4 MGD Wastewater Treatment Plant (WWTP) since 2012. The City of Adelanto is one of the fastest growing City in the County of San Bernardino in Southern California. The City's contract for management of such services is coming to renewal, and the City is required to solicit new proposals as part of its purchasing policy and wishes to examine the availability of alternative providers and competitive pricing. More importantly, the City intends to solicit proposals with a detailed scope of work, and to leverage new ideas for advanced technology resulting in more efficient operations and higher level of services in anticipation of expanding our water distribution system in connection with the city's growth. SECTION 2 - CITY OF ADELANTO WATER DISTRIBUTION SYSTEM: The City's potable water supply is a combination of water extracted from local groundwater in the Mojave River Groundwater Basin, commonly referred to as the Mojave Basin Area, as well as water purchased from Mojave Water Agency through the R3 system. The Mojave Basin Area was the subject of a court ordered adjudication in 1993 due to the rapid growth within the area. The City does not have any recycled water. In accordance with the Mojave Basin Area Watermaster Annual Water Production Verification letter of December 2023 the potable water demand in the City of Adelanto was recorded at 4,460 acre- feet, or slightly over 4 MGD in Water Year 2023-23. Adelanto's Based Annual Production (BAP) from the Mojave Basin was 5,182 in 2022-23, however, the Free Pumping Allocation (FPA) was limited to 2,820 due to 54.4% Rampdown mandated by the court. The City is obligated to purchase and replace the amount of water above the Free Pumping Allocation (FPA) which varies every year based on the pumping demand and the Free Pumping Allocation. The City currently owns more than 12 municipal wells in the Mojave River Ground Water Basin. Only 6 of the wells are operational and they produce a production of 1,344 gpm (the total ground water pumping productions from all wells assuming the highest producing wellbeing on standby). The City is in the process of evaluating the inactive wells and the possibility to rehabilitate one or two of the inactive wells and permanently abandon the wells which cannot be reactivated. It must be noted that some of the active wells produce water with high levels of iron and manganese and that the city uses reverse ion exchange treatment process for removing the excess Iron and Manganese. Chlorination: The City uses 12.5 mg/l sodium hypochlorite (NaOCl) to chlorinate the groundwater prior to pumping it into the City's water distribution system. Water Pipelines: The City's water distribution system is comprised of approximately 165 miles of transmission and distribution pipelines in varying sizes (6" through 24" diameter) and varying materials. Water Services: There are 9,575 water services ranging from 3/4-inch diameter to 6-inch diameter. Sampling Station: There are approximately thirty sampling stations located at various locations of the water distribution system. Water Wells: There are more than twelve existing municipal wells within the City's water service area. Only six of the existing wells are in operation, and the remaining wells are inactive and/or inoperable. Some of the inactive wells will be abandoned and some may need to be rehabilitated and put back in service. The City has retained a hydro geologist to assess and evaluate the condition of the inactive wells (draft report attached). Pressure Zones: The City's water distribution system is divided into three separate pressure zones. The expectations of the successful Contract Operator are summarized as follows: _ Supply appropriately certified, highly qualified, and professional staff. _ Operation and maintenance of the City's water distribution system (Pipelines, mainline valves, air valves, Fire Hydrants, blow offs, control valves, etc.) in accordance with AWWA Standards and all applicable state and federal requirements. _ Respond with qualified and certified staff within 45 minutes of notification or realization of operational watermain breaks, accidents, SCADA Alarms, power outage, regulatory inspection, or other emergencies, 24 hours/day, 365 days/year. _ Purchase and maintain inventories for all chemicals and materials required for water distribution operations including, but not limited to, sodium hypochlorite, sodium bisulfite, and laboratory chemicals. _ Purchase outside services, if needed, for all maintenance, or other contractual obligations. _ Maintain the Wells, Pump stations, PRV Stations, Reservoirs and Iron and Manganese Treatment Plant and related facilities as required to keep the facilities in excellent condition. A copy of the maintenance record must be readily available at the site for review and inspection by the City staff or City Manager's designated personnel. The maintenance record shall have the following information: a- Date of the maintenance b- Replacement of parts or components c- Standard maintenance or repaired due to failures d- Causes or nature of the failure _ Perform all field and laboratory analyses required by the Permit and in conformance with the State Water Resources.
