Site work, paving and outdoor lighting for a transportation facility in Mankato, Minnesota. Conceptual plans call for site work for a transportation facility; for paving for a transportation facility; and for outdoor lighting for a transportation facility.
This multi-year project seeks to improve the runway visibility zone (RVZ) by shifting Runway 04/ 22 400-feet to the northwest, replace the Runway End Identifier Lights (REIL) Lights / Precision Approach Path Indicator (PAPI), runway lights, and reconstruct the remaining 4,000-feet of runway pavement. Runway 15-33 was extended in 2007 from 5,400 feet to 6,600 feet. However, with the extension, the line-of-sight points associated with Runways 15/33 and 04/22 shifted the runway visibility zone (RVZ) onto the terminal apron. As a result, use of the apron for aircraft parking is not allowed since it would impede the line-of-sight requirements. According to AC 150/5300-13A, a modification to this requirement may be approved if an acceptable level of safety is maintained as a result of: "1) the airport has a 24-hour control tower; and 2) the operation of the control tower will continue based on acceptable activity forecasts." Thus, to allow for use of the terminal apron (Apron A) for flight training, corporate and potential charter operations, a modification of the RVZ is needed. Options considered as part of the alternatives analysis include: 1) No build 2) Reconfigure apron parking area geometry/parking areas, 3) Shift Runway 04/22 Northeast by 200 feet, 4) Shift Runway 04/22 Northeast by 400 feet, and/or 5) Shift Runway 04/22 Northeast by 1,114-feet. The preferred long-term RVZ mitigation alternative is Option 4 to shift Runway 4-22 by 400 feet to the northeast to allow for existing and a reasonable future apron expansion without parked aircraft within the RVZ. A short-term interim solution is Option 1, which would allow the airport to meet design standards but reduce capacity and convenience. Other options did not improve apron utility significantly or result in a higher development cost. Option 4 provides a reasonable balance between cost and utility. This project will be reevaluated pending the outcome and timeline of the FAA Air Traffic Control Tower but will most likely still be needed as the tower will not be in operation 24-hours a day As of May 21, 2025, The project is include in the City's 2025-2029 Capital Improvement Program (CIP) *Project information has been obtained through a public capital improvement plan (CIP).
