The project is expected to be awarded on July 16,2025.** TRUCKEE RIVER INTERCEPTORREHABILITATION PROJECT The proposed work consists of the following: rehabilitation of the 24-inch diameter gravity sanitary sewer pipeline (Truckee River Interceptor, [TRI]), and associated manholes, from MH-33 near the north bank of the Truckee River parallel to Hwy 89 near the Western States Trail Crossing at the Truckee River Bike Trail, for a distance of approximately 1,410 feet. The pipeline includes buried river crossings with ductile iron pipe and ball and socket joints. The pipeline is located within Placer County and crosses Tahoe National Forest land, Caltrans right-of-way, Tahoe City Public Utility District right-of-way, and across private properties. The proposed temporary flow bypass route would start on the upstream end at MH-32, which is located next to the Truckee River Bike Trail, and would terminate on the downstream end at(i.e., discharge into) MH-36, which is located off the bike path in a developed / gated dirt road in a private property area with secured right of entry for construction. T-TSA owns an easement along the TRI that will be utilized during the project. Each prospective bidder shall be required to attend the pre-bid conference. Bids from any bidder not attending this conference will be rejected as non-responsive. Each Bid must be submitted on the prescribed forms and accompanied by cash, a cashier's check, certified check, or bid bond executed on the prescribed form payable to the Agency in an amount not less than 10 percent ofthe amount bid. The successful bidder will be required to furnish a payment bond and a faithful performance bond, each in the full amount of the Contract price, and insurance with certificates and endorsements of insurance, as provided in the Contract Documents. All subcontractors listed in a qualified bidders bid as performing any portion of the work also must be registered and qualified with the Department of Industrial Relations. To qualify to bid on this Project, bidders must submit to the Agency copies of valid Certificates of Reported Compliance, as described in section 2449(n) of Title 13 of the California Code of Regulations, for the fleet selected to perform such work proposed in the bid. If applicable, subcontractors must submit copies of valid Certificates of Reported Compliance as well. If a bidder does not submit the necessary Certificates of Reported Compliance with their bid, the bid will be disqualified. Bids that equal or exceed $1,000,000 must be accompanied by an Iran Contracting Act certification in the form provided in section 1.9. The attention of bidders is directed to the requirements and conditions of employment to be observed and prevailing wage rates to be paid to all workers employed under the Contract in accordance with Labor Code sections 1770 and following. In accordance with Labor Code section 1771.4(a)(1), this project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The Agency reserves the right to reject all bids. Any bid not conforming to the intent and purpose of the Contract Documents may be rejected. A. The scope of work includes but is not limited to the following: 1. Mobilization and demobilization. 2. Cleaning, debris removal and disposal of materials generated during the pipeline and manholes rehabilitation. 3. Trenchless rehabilitation using Cured in Place Pipe method of approximately 1,410 linear feet of 24-inch diameter ductile iron pipe. 4. Rehabilitation of three (3) existing manholes with epoxy coating system per Section 33 01 30.82 Epoxy Lining of Sanitary Sewer Manholes. 5. Site, trail and pavement restoration. The Contractor will seal and re-stripe the Truckee River Bike Trail for the entire length between the bypass pumps and the location where the bypass pipes deviate off the Truckee River Bike Trail near the discharge manhole per Section 32 12 16 Asphalt Paving. The Contractor will replace the gravel/dirt access path near manhole 33 following the completion of construction. 6. Temporary sewer bypass. 7. Traffic control and setup temporary cross walk and detour of the Truckee River Bike Trail. 8. The Agency's website will provide regular communication updates and outreach with impacted businesses and recreationalists. The Agency's website will also host updates on the project timeline and information for the community. 9. Environmental Controls as described in Section 01 60 00 Regulatory Requirements and Permits. 10.Repair and Restoration of any construction damage to the bridges and pavement section before and after the bridge access that will be used by the Contractor to access the project site. 11. Inspection and testing, permitting, and such other items or details that are required by the Contract Documents. Construction Start September 2, 2025 Substantial Completion (Construction Completion) October 20, 2025 Contract Completion (Project Closeout) October 31, 2025
