Site work, new construction and renovation of a mixed-use development in Arden Hills, Minnesota. Completed plans call for the renovation of a parking garage; for site work for a water / sewer project; and for the construction of a 49,000-square-foot military facility.
A. The work will be done under one prime contract that includes: General, Mechanical, Excavation, Civil, and Electrical construction. B. The following summary is a general guide to the scope of work. It should not be construed as a detailed list of work included in the contract. 1. The Army Combat Fitness Test (ACFT) Field House for the Minnesota Army National Guard (MNARNG) is a new facility that will be approximately 49,000 square feet (SF), located on land at the Arden Hills Army Training Site (AHATS) in Arden Hills, MN. The primary function of the facility is to support physical training and testing for the ACFT which is the Army standard for ensuring operational readiness for physical fitness and assesses a Soldier's physical strength, mental toughness, coordination, and flexibility. The program is organized into two primary interior areas: high bay and support. The High Bay includes twelve artificial turf testing lanes surrounded by a 12-foot-wide 200- meter running track in compliance with the ACFT Testing Manual. Additional weightlifting space is available inside the track. The Support Area contains a small office suite, restroom/shower area, and a general studio space which can be used for classroom or exercise classes. Two open stairs are provided for access above the Support Area to a mezzanine housing mechanical and utility spaces. Refer to the Life Safety narrative for additional information. A drive aisle will be provided with parking adjacent to the primary entrance for Privately Owned Vehicles (POVs) for a minimal amount of full-time administrative staff and daily training use. Construction will include all utility services, information systems, fire detection and alarm systems, roads, walks, storm drainage, parking areas for privately owned vehicles, and site improvements. The Facility will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code UFC 1-200-02 and is designed as part of the MN B3 program for sustainable buildings. This solicitation includes required insurance as recommended for the project's specifications and scope of work. It is highly encouraged potential responders review Section 00 73 16 Insurance Requirements as well as AIA A201, Article 11 of the solicitation before submitting a response. This solicitation includes qualification requirements. Attachment C of the Response Form contains the qualification requirements for the solicitation. Qualification requirements include, but are not limited to: Responding company has completed as a Prime Contractor, not as a subcontractor, the work for at least three (3) contracts which have achieved Substantial Completion since May 2019 for construction of similar scope of work. Each of these contracts MUST have had a construction value of $7,000,00.00 or greater. Project Manager and Job Superintendent responsible for this project EACH has had at least five (5) years of experience with general contracting similar in scope and value to this project. Each of these contracts must have had a construction value of $7,000,000.00 or greater. This Project has a 5% Targeted Group, Economically Disadvantaged, Veteran-Owned Small Businesses (TG/ED/VO) subcontracting goal. The TG/ED/VO subcontracting goal will not be a consideration in determining the lowest responsible Prime Contractor. As of June 24, 2025, addendum 3 and4 has been issued.
