This is Arlington County School Board's, operating as Arlington Public Schools ("APS" or "Owner"), Invitation to Bid Number 73FY25 ("ITB") for the establishment of a Contract for the Hoffman Boston Elementary School HVAC Modernization and Interior Renovation ("Work"). The estimated total construction cost of the new Hoffman Boston Elementary School HVAC Modernization and Interior Renovation is in the range of $35,000,000 to $40,000,000 (Thirty-Five -Million Dollars to Forty -Million Dollars) *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Project Description and Background: APS is soliciting Bids from General Contractors for the Hoffman Boston Elementary School HVAC Modernization and Interior Renovation focused on upgrading its overall energy efficiency. The Project will be defined by the Bid/Contract Documents and consists of the following scope of work associated with the Hoffman Boston Elementary School HVAC Modernization and Interior Renovation. Hoffman Boston Elementary School, a public-school campus comprised of an interconnected school and community center as well as an array of exterior fields, playgrounds, and support structures that are utilized by not only the school and its After School Care Program, but also Arlington County's Department of Park and Recreation (DPR). The Project scope, which will be constructed in phases (as noted below) includes the retrofit of the entire HVAC systems with a new, geothermal based HVAC system, building envelope upgrades, interior upgrades to critical systems including lighting and flooring, a full roof replacement, a greenfield geothermal well field, and enhanced exterior recreation facilities. Phased Occupied Construction An overview of the key phases, activities and milestone dates are as follows. The Project shall be conducted in four (4) phases, with each phase substantially complete as indicated below. Prior to the start of work for the Project, or prior to the start of a phase, the following activities will be completed under separate contract and are listed here for reference only. Removal of material and debris from the works areas associated with each phase. This includes areas like classrooms, utility closets, mechanical closets, and swing spaces. Relocation of library and computer lab to established swing space during Spring Break 2026 Relocation of auditorium and music rooms to swing space during September 2026 and back to original rooms in December 2026 Relocation of teaching spaces currently house in the rear, stand-alone building to the swing space during December 2026 and back to their original rooms in August 2027 Phase l: Geothermal Well Field and Area C (July 2025 to August 2026) Work interior to the school during the school year will need to be conducted after school hours with proper coordination and noise abatement measures Work interior to the building outside of the school year can be conducted during normal working hours with proper coordination and noise abatement measures Work exterior to the school can be conducted during normal working hours with proper coordination and noise and odor abatement measures Site mobilization and establish construction laydown areas, stormwater protections, and work area perimeter protections. Complete installation of Geothermal well field Complete soccer field upgrades Complete installation and commissioning of the geothermal system and accessories Complete installation of all new electrical distribution infrastructure throughout the school Complete new roofing in Area C Complete construction and installation of all HVAC equipment and systems within Area C including the water source heat pump (WSHP) closets, rooftop units, ductwork, controls, etc. Complete modification of all required casework/plumbing in Area Based on the current schedule, the General Contractor Notice to Proceed will be issued Late Summer 2025. Construction will commence in Late Summer 2025 and finish in August 2028 with Phase 4. There will be intermediate milestone dates for key scopes of work including the geothermal well field, new HVAC system, building envelope upgrades, roof replacement, and interior revamp
