The Government reserves the right to decline addressing questions received less than 5 calendar days prior to receipt of bids. PROJECT TITLE: BRADFORD ISLAND FISH LADDER EXIT DREDGING 2025 PROJECT LOCATION: CASCADE LOCKS, OREGON BRADFORD ISLAND FISH LADDER EXIT DREDGING 2025 LOCATION: CASCADE LOCKS, OR (BONNEVILLE DAM) MAGNITUDE OF CONSTRUCTION: $500,000 - $1,000,000 PROCUREMENT TYPE: SMALL BUSINESS SET-ASIDE NAICS: 237990, DREDGING AND SURFACE CLEANUP ACTIVITIES IN ACCORDANCE WITH FAR 14.101(E) AWARD WILL BE MADE CONSIDERING ONLY PRICE AND PRICE-RELATED FACTORS INCLUDED IN THE INVITATION *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. FINAL CONSTRUCTION PHYSICAL COMPLETION DATE is 28 February 2026 a. This Section covers general requirements applicable to specific Contractor's operations or equipment for this Contract for invasive Eurasian Watermilfoil removal and maintenance dredging of approximately 850 tons of material at Bonneville Dam, Bradford Island Fish Ladder Exit (B1 Forebay), near Cascade Locks, OR and optional maintenance dredging of approximately 400 tons of rock at Bonneville Dam Spillway, near Cascade Locks, OR. Dredging must be performed using clamshell dredge and support equipment. b. Access to the Bradford Island Fish Ladder Exit work site will be from a docking location on Government property and will be free to use. The docking location to be finalized at the preconstructionconference with project staff. c. Provide suitable floating clamshell dredging plant and perform all work required to remove the specified materials as indicated on the Contract drawings and placement of the material at an appropriate upland site. All equipment must meet all applicable U.S. Coast Guard (USCG) regulations. Question Deadline 08/22/2025 Bonneville Spillway The Columbia River at Bonneville Lock and Dam is a run of the river project and conditions are not controlled or set by specific operations or manipulations of the series of dams on the Columbia River. Flow conditions are dynamic but coordination with Reservoir Control Center and Bonneville Power Administration will provide flow forecasting. Due to power peaking and biological operational constraints there is significant fluctuation in project discharge and resulting tailwater in any 24 hours. Discharge will typically vary 50 to 70 thousand cubic feet per second (kcfs) in 24 hours but can vary as much as 120 kcfs. Flows are generally lower and flatter on the weekends and holidays. The tailwater will typically vary four to five feet, but can vary as much as three feet per hour and 10 feet in 24 hours during the IWWW for this contact. Current minimum tailwater elevation is set at 11.5 feet with no upper limit other than that constrained by the hourly and daily maximum change, during the IWWW for this contact. Bonneville Powerhouse 2 forebay water level is maintained between elevations 71.5 and 76.5 feet (NGVD 29) Spillway Operations During spillway rock removal, normal river flows will be passed through the Powerhouse; however, emergency spills through the spillway may be required. Flow through the spillway will occur when the total river exceeds the Powerhouse capacity. Daily spill information will be provided for the upcoming 24 hour and 48 hour time period. Bradford Island Fish Ladder a. During the IWWW, the Bradford Island Fish Ladder will be dewatered and not in use. The intakes and exit will have no flows. Bonneville Powerhouse 1 forebay water level is maintained between elevations of 71.5 and 76.5 feet (NGVD 29). b. The security boom at the Bradford Island Fish Ladder Exit will be removed and reinstalled by the Government as part of the BRZ permit process.
