The Town of Brookfield is requesting sealed bids from qualified contractors for Soil & Groundwater Remediation. The full description of items being requested is stated in separate documents that are listed in Section A - Specific Request for Proposal on Page 5 of this document. This contract is subject to state set-aside and contract compliance requirements. Contractors must be pre-qualified by CTDAS to bid and to perform the work of the contract. The Town bears no responsibility for misdirected envelopes that are incompletely labeled. Such misdirected envelopes may be declared late and not considered. Faxed or e-mailed proposals will not be accepted, unless otherwise instructed. It is understood and agreed that should a bid/RFP proposal be accepted, the detailed bid specifications including the instructions to bidders and the general terms and conditions and the submitted proposal shall all automatically by this reference become part of the purchase order, contract, agreement or an addendum to any contract agreed upon An affirmative Action/Equal Opportunity Employer. As a prerequisite to executing a construction contract with the "Lowest Responsible and Qualified Bidder", the Contractor shall agree on the substantial completion date and construction duration in the executed construction contract, in accordance with the plans, project manual, and other contract documents, taking into consideration average weather conditions, availability of labor delivery of materials and equipment. If the Contractor neglects, fails or refuses to achieve substantial completion of work by the substantial completion date in the executed construction contract, and such delay is not otherwise excused under this contract, then the Contractor shall agree to pay the Owner a liquidated damage for breach of contract for each and every calendar day that the Contractor shall be in default of the project work. Bid Bond: Required in the amount of 10% of the base bid. This should be in the same format as the performance bond. In addition to the Bid Bond required in Page 2 of this Request For Proposal, a Labor & Material Payment Bond and a Performance Bond are required for this work. The Bonds must be in the form of a surety bond of a type satisfactory to the Town of Brookfield. All sureties must be listed on the most recent IRS circular 570. The Bond shall be delivered to the Town Finance Office prior to commencing work. Question Deadline - 06/09/202 - Questions shall be directed to the Purchasing Manager, or other contact if indicated, as detailed. The Town does not expressly or by implication agree that the actual quantity will correspond therewith but reserves the right to increase or decrease the amount of any item or portion of the work as deemed necessary. Bidder is responsible for verifying all quantities. The Town reserves the right to reject any bid if the evidence submitted by or the investigation of such Bidder fails to satisfy the Town that such Bidder is properly qualified, or that such Bidder misrepresented material facts in the bid documents. The Town of Brookfield reserves the right to accept or reject any bid to best serve in its interests.
