The Douglas County Board of County Commissioners is soliciting proposals through the Municipal Research and Service Center of Washington (MRSC) Roster from interested firms to perform a semiannual pavement condition survey from 2026 to 2032. Surveys will performed utilizing PCI and the A2 Method. A DBE goal of zero (0) percent has been established for consultants on this project. The scope of work detailed below is preliminary and provided for the purpose of submitting a statement of qualifications and proposal. Adjustments will be made after negotiation of the items of work and the execution of a contract for professional services. The County has identified approximately 450 centerline miles to be surveyed and rated. Additional miles requested for rating over the 450 base miles shall be rated at an agreed rate per mile as specified in the executed contract. All roads should be segmented, beginning at the milepost designated by the County, into 0.10-mile segments; urban streets may be segmented by block increments. All road mileage should be measured from the centerline intersection (as determined by the County) to the end of the road or centerline intersection. Data collection shall be performed on dry pavement and during daylight hours. The work shall conform to WAC 136- 70-040 Pavement management system requirements and/or ASTM D6433-20 PCI standards. The County is not liable for any costs incurred by the Consultant in the preparation or presentation of the statement of qualification and proposal. Submittals made in an incorrect format will not be considered. Protests concerning the consultant selection process must be delivered in writing to the County Engineer, Transportation and Land Services within fourteen (14) days of the award announcement. The Engineer will review the protest and recommend the appropriate action to the Douglas County Board of Commissioners. The Commissioner's decision will be the final County position. The final decision will be presented to all interested parties within thirty (30) calendar days of receipt of the protest. A complete list of roads, including centerline miles, by April 1st , on a biannual basis beginning in 2026. The work has been preliminarily scheduled for completion by Summer of 2032 as detailed in the following. It is understood that all proposals will become a part of the public record on this matter without obligation to the County. The County reserves the right to reject any or all proposals. The County reserves the right to move on to the next most qualified consultant if a satisfactory contract cannot be negotiated within twenty-one (21) calendar days of award letter date.
