The City of Wenatchee invites qualified material testing firms to submit a Statement of Qualifications to provide material testing services for the 1st Street Curb Ramps Phase 1 Project. This project will replace all non-compliant and nonexisting curb ramps with new ADA compliant curb ramps. It will also add new storm structures and rebuild the intersections around the existing traffic circles for Buchanan, Cleveland, and Garfield. This work includes subgrade preparation, placement of base material, placement of cement concrete, and placement of hot mix asphalt. This project is estimated to start in July of 2025 and is estimated to be substantially complete by September 2025 with physical completion estimated by October 2025. Interested firms must have experience in providing material sampling and testing services in accordance with the requirements of the current edition of the Washington State Department of Transportation's (WSDOT) Standard Specifications for the following materials: (1) Subgrade soils; (2) Bases; (3) Cement Concrete; and (4) Hot Mix Asphalt. Firms must have a current Certificate of Accreditation from AASHTO demonstrating conformance with AASHTO R 18 and AASHTO Accreditation policies established by the AASHTO Committee on Materials and Pavements or comparable laboratory accreditation program approved by FHWA in order to perform material and testing services on this project. The selected consultant will be expected to provide detailed reports of all field testing and laboratory testing results obtained in association with these services. Please submit a PDF copy of your firm's Statement of Qualifications (SOQ), no more than three (3) pages, excluding covers, cover letters, resumes, and references The City of Wenatchee will make a final selection after conducting telephone interviews and inform all firms that submitted whether or not they were selected for the work. Execution of a consultant agreement is expected to be completed July 9th , 2025. The selected firm will be expected to execute a 'cost plus fixed fee' consultant agreement on the current edition of the WSDOT Local Agency Professional Services Cost Plus Fixed Fee Consultant Agreement template. The selected firm must have a current Indirect Cost Rate Acceptance Letter from WSDOT for their overhead rate. Payment under this consultant agreement will occur once a month and requires the submission of a progress report and any required supporting documentation as applicable (i.e., invoices associated with any direct non-salary costs; mileage logs; personnel names, employment classifications and number of hours, etc.). The City of Wenatchee, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 ( 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
