Completed plans call for site work for a road / highway; for outdoor lighting for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

The Project generally consists of the following work Project includes mobilization, maintenance and protection of traffic, erosion and sediment control, general earthwork and topsoil, asphalt pavement, pavement markings, granite and concrete curbing, concrete sidewalks pads, new street lighting (conduit, wiring, bases, poles, fixtures), bollard and landscape lighting, pedestrian signal modifications, landscaping, storm sewer and drainage improvements, valve adjustments, signage, site furnishings, site restoration, demobilization, and preparation of record drawings. Project includes work within and outside of the NYSDOT right-ofway. A NYSDOT Highway Work Permit is required for work within the ROW. Physical construction of improvements for the Market Street area are not anticipated to begin until 2026. This work will be awarded as o One (1) prime contract for General Construction; and o One (1) prime contract for Electrical Construction. The Bid will be received on a lump sum basis with alternates, if included on the Bid Form. Work shall be substantially completed by October 1, 2026. Final restoration shall be completed and the project ready for final payment by November 1, 2026. The Bid should not include sales and compensating use taxes on materials incorporated into the work. If the Bid is actually received after the appointed time on the date specified it shall be rejected. Bid security in the amount of 5% of the Bid must accompany the Bid in accordance with the Instruction to Bidders. The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Bidders are required to furnish a Non-Collusive Affidavit. Notice to Bidders A.
