Project set to be awarded on 7/7/25 The Project consists of soil remediation and groundwater monitoring well installation at three separate locations (81 Eagle Rock Avenue, 43 Balsam Avenue and 1 South Ridgedale Avenue) within East Hanover where underground storage tanks (USTs) containing diesel fuel were removed and the excavations temporarily backfilled with certified clean fill pending further remedial actions. Under this work scope, impacted soil will be excavated and stockpiled pending classification and off-site disposal. Groundwater will be removed from excavations as needed, and the excavations backfilled with certified clean fill (natural, virgin materials) by the Contractor. Once the soil remediation is completed, the Contractor will return to each site to install and develop a groundwater monitoring well. Loading, transporting and disposing of impacted materials (soils and water) will be the responsibility of the Contractor. The Contractor may also be required to remove the concrete pads, remaining tank straps and asphalt. All work on this contract must be completed within forty-five(45) calendar days from issuance of a Notice to Proceed.Contract documents and drawings for the proposed work (the"Contract Documents"), which have been prepared by Jeffrey R. Betz, P.E., C.M.E., of the firm Colliers Engineering & DesignInc., are available electronically or via delivery by common carrier by making a request to beverly.talmadge@collierseng.com and will be on file at the below date in the Township of East Hanover, Town Hall, 411 Ridgedale Avenue, East Hanover, NJ07936.Bidders will be furnished with a copy of the Contract Documents by request upon proper notice to the above e-mail addresses. Paper copies will be sent via UPS or Fedex if the contractor provides UPS or Fedex account information to defray the cost of this shipping method. Otherwise, paper copies will be sent via USPS. Proposals must be made on the standard proposal forms included with the Contract Documents in the manner designated in the Contract Documents, must be enclosed in sealed envelopes bearing the name and address of the bidder and the name of the project on the outside and be addressed to the Township of East Hanover, and must be accompanied by a statement of consent of surety from a surety company authorized to do business in the State of New Jersey and acceptable to the Owner and either a bid bond or a certified check drawn to the order of Township of East Hanover for not less than ten percent (10%) of the amount bid, except that the check shall not exceed $20,000.00. The successful bidder is hereby notified that a performance bond and labor and material (payment) bond for the full amount of this project is required.The award of the Contract for this project will not be made until the necessary funds have been provided by the Owner in a lawful manner. The right is also reserved to reject any or all bids or to waive any informalities where such informality is not detrimental to the best interest of the Owner, except as to those items which are deemed mandatory and non-waivable set forth in N.J.S.A. 40A:11-23.2. Further, the Owner reserves the right to abandon the project and reject the bids entirely if any legal or state or federal administrative action is taken against the Owner which could delay or jeopardize the project from commencing.
