Reference Number 0000294266 Question Acceptance Deadline 2025/06/05 02:00:00 PM CDT The Workers Compensation Board of Manitoba (WCB) invites firms to submit a Proposal for the following: To provide fire safety systems maintenance service for all of the WCB's office facilities located in Winnipeg, Brandon, and Thompson, Manitoba. Description of Services The WCB must perform safety system maintenance at its office facilities located within Manitoba which currently consist of the following spaces: -333 Broadway: The WCB's head office (owned not leased) which is a 6-storey office building with an oversized basement and mechanical penthouse; -363 Broadway: Leased facilities on 7 floors in the building (5 full floors and 2 partial floors with full floors approximately 13,000 square feet); -WCB Appeal Commission: Leased facility located on 11th floor 330 St. Mary (approximately 5,000 square feet); -Brandon office: Leased facility located at 457- 9th Street (approximately 8,000 square feet on main floor); and -Thompson office: Leased facility located at Unit 2-90 Thompson Drive (approximately 1,200 square feet on the main floor). During the Services all WCB locations must remain fully operational during Business Hours and where any risk of interruption to regular operations exist, such tasks will be completed between the hours of 7:00 p.m. to 7:00 a.m., Monday to Friday. All alarm activations or system shutdowns shall be pre-approved a minimum of two (2) weeks in advance by the WCB. Two (2) of the three (3) passenger elevators are required to remain fully functional between the hours of 7:00 a.m. to 7:00 p.m., Monday to Friday while performing the Services. The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours to ensure uninterrupted facility operations, as determined necessary in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime for such Services unless specified in the Fee Schedule. The Services require the Contractor to maintain the safety systems for all of the WCB's office facilities located in Manitoba to the standards prescribed by the Manitoba Fire Code Regulation 155/2011 issued pursuant to The Fires Prevention and Emergency Response Act (Manitoba), as may be amended from time to time. This will include, but not be limited to the following safety systems and code requirements: Winnipeg: 333 Broadway (entire building: floors 1-6 plus penthouse and basement) Systems: -Fire alarm associated actions: elevators, fan shutdowns, etc.; -Sprinklers wet & dry; -Emergency lighting; -Hose cabinets (16); -Fire extinguishing (57); -Fire dampers; -Hydrants and fire department connections; and -Disconnect switches for boilers, ventilation systems, and magnetic locks and elevators. Code requirements: Weekly: -Inspect and operate all fire pumps. Monthly: -Test the building fire alarm system and check all components including standby power batteries. -Inspect Sprinkler Control Valves. -Inspect Water Supply Valves -Test the sprinkler system alarm. Every 2 Months: -Test transmitters and water flow actuated devices. Every 3 Months: -Test firefighter's elevators for proper operation. Every 6 Months: -Inspect elevator shafts. -Conduct inspection and maintenance of INERGEN® extinguishing systems (main server room). -Test gate valve supervisory switches and other sprinkler and fire protection system supervisory devices. -Inspect hydrants. Annually: -Inspect all fire dampers and fire stop flaps. -Test emergency lighting equipment. -Inspect all chimneys, flues, and flue pipes. -Inspect disconnect switches for mechanical air conditioning and ventilation systems. -Carry out maintenance procedures for fire extinguishers. -Conduct a complete test for the building fire alarm system by qualified personnel. -Inspect all standpipe hose valves, plugs, and caps. -Remove and rerack all standpipe hose. -Inspect all exposed sprinkler system pipe hangers. -Check all sprinkler heads. -Inspect auxiliary drains (drum drips) and dry pipe sprinkler systems (each Fall). -Inspect dry pipe valve water priming level. -Conduct sprinkler system alarm test using the hydraulically most remote test valve. -Inspect and lubricate fire department connections. -Conduct a dry pipe system trip test. -Conduct a main drain flow test of the sprinkler system water supply. -Conduct a fire pump flow test. -Inspect hydrants. -Inspect and flow test all fire hydrants. -Inspect closures at top of smoke shaft. -Inspect shutdown controls for air handling systems, magnetic doors, elevators and Uninterruptible Power Supply. Every 3 years: -Conduct trip test of dry pipe valves on sprinkler system with valve fully open. Every 5 years: -Hydrostatic test of carbon dioxide and water type fire extinguishers. -Hydrostatic test of dry standpipe system. -Inspect closures in vent openings into smoke shafts. -Replace the extinguishing agent in dry chemical fire extinguishers. Winnipeg: 363 Broadway (entire 2nd, 7th, 10th, 15th and 16th floors and partial plates on the 3rd and 6th floors with 6,144 sqft. and 4,630 sqft. respectively) Systems: -Fire Extinguishers (36). Code requirements: Annually: -Carry out maintenance procedures for fire extinguishers. Every 5 years: -Hydrostatic test of carbon dioxide and water type fire extinguishers. -Replace the extinguishing agent in dry chemical fire extinguishers. Winnipeg: 330 St. Mary Avenue (partial plate on the 11th floor @ 4,685 sqft.) Systems: -Fire Extinguishers (3). Code requirements: Monthly: -Emergency lighting system inspected, and tested- includes both exit signs and emergency lighting w/ built in battery packs. Annually: -Carry out maintenance procedures for fire extinguishers. Every 5 years: -Hydrostatic test of carbon dioxide and water type fire extinguishers. -Replace the extinguishing agent in dry chemical fire extinguishers. Brandon: 457-9th Street (partial plate @ 8,026 sqft.) Systems: -Emergency lighting (3 with built-in battery packs); -Exit signs (7 with built-in battery packs); -Sprinkler heads; -Air intake for heating and ventilation systems; and -Inspect disconnect switches for heating and ventilation systems. -Fire extinguishers (12). Code requirements: Monthly: -Emergency lighting system inspected, and tested- includes both exit signs and emergency lighting w/ built in battery packs. -Inspect all portable fire extinguishers. Annually: -Test emergency lighting equipment- includes both exit signs and emergency lighting w/ built in battery packs. -Carry out maintenance procedures for fire extinguishers. -Check all sprinkler heads. Every 5 years: -Hydrostatic test of carbon dioxide and water type fire extinguishers. -Replace the extinguishing agent in dry chemical fire extinguishers Thompson: #2-90 Thompson Drive (partial plate @ 1,200 sqft.) Systems: -Emergency lighting (2 with built-in battery packs); -Exit signs (3 with built-in battery packs); and -Fire Extinguisher (1). Code requirements: Monthly: -Emergency lighting & exit sign systems w/battery packs inspected, and tested. -Inspect all portable fire extinguishers. Annually: -Test emergency lighting equipment- emergency lighting and exits signs w/ battery packs -Carry out maintenance procedures for fire extinguishers. Every 5 years: -Replace the extinguishing agent in dry chemical fire extinguishers. -Some simple/light code requirements may be performed by WCB staff internally. -Report logs must be completed in triplicate (3x) for all the Services completed above. The Services must be performed by licensed and properly trained personnel, with work permits obtained by the Contractor on the WCB's behalf, as required. Even if the Contractor is not required under The Workers Compensation Act to have and maintain workers compensation coverage in Manitoba, the WCB shall require the Contractor to purchase and maintain workers compensation coverage for its workers who will be providing the Services in Manitoba. Upon commencing the Services the Contractor shall be provided a copy of the WCB's policy 3.5 Respectful Workplace, which applies to all external providers of goods and services doing work with or for the WCB. Individuals providing the Services may be required to sign the WCB's "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with confidential information while working onsite. The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing. Vendors must attend onsite for an inspection of the WCB's building facilities at its head office located at 333 Broadway, Winnipeg, Manitoba ("Compulsory Onsite Visit"). There is only one (1) time slot available on Thursday, May 29, 2025 at 10:00 a.m. MB Time, starting in the main lobby of 333 Broadway. Due to restricted access throughout the building and the intent to provide all Vendors with the same information, late arrivals will not be allowed to catch up with the group once the group has left the main lobby. Vendors must have a representative attend the Compulsory Onsite Visit and have their attendance recorded by the WCB for that Vendor's Proposal to be considered. All attending representatives will be required to sign a "Pledge of Confidentiality & Restriction on Use of Information" due to possible contact with WCB confidential information during the Compulsory Onsite Visit. Vendors should confirm with Ray Daumler, Director, Administration (204-954-4444) if planning to attend. It is expected the Services will be required for a period of (5) years with a preferred start date of July 1, 2025. Vendors are not permitted to contact any employees, officers, or agents of the WCB for matters regarding this RFP, except in writing to the Agreement Administrator. Failure to adhere to this rule may result in the disqualification of a Vendor and rejection of its Proposal.
