Project Description: The Ontario Provincial Police Modernization Phase 3 (OPPM3) Project is to be delivered under the Design Bid Finance (DBF) model. The Ontario Provincial Police (OPP) includes both municipal and provincial policing responsibilities in Ontario. It is one of Ontario's largest deployed policing services, comprising 6,000 uniformed and 2,400 civilian members through 148 detachment locations, 13 forensic identification units, 4 Provincial Communications Centres (PCC), 5 regional headquarters, one divisional headquarters, one General. Headquarters, and other specialized facilities. Scope of the Project: The OPPM3 project is divided into two (2) parts for the design and construction of twenty-six (26) detachments and (2) regional headquarters across Ontario, with an estimated total GFA of 600,000 sqft of new construction. This RFQ is for Part 1 of the project only and will involve a total of approximately 300,000 square feet of new construction, which includes twelve (12) new detachments and one (1) regional headquarters. The regional headquarters will house command staff and provide regional support for the detachments. The scope also includes project financing and the coordination of procurement, receipt, installation, and commissioning of furniture, fixtures, and equipment. The majority of the detachments operate on a 24/7 basis and typically include four functional areas: 1. Reception Zone: Administrative support, Detachment Commander, Operations Manager, offices, community meeting room, storage, public interview room, utilities, and reception area. 2. Operations Zone: Offices for uniform constables and sergeants, detective constables and sergeants, locker and shower rooms. 3 Security Zone: Crime unit storage, evidence processing, storage vaults and bulk storage. 4. High Security Zone: Sally port, secure booking area, prisoner personal effects storage, guard station, fingerprint room, holding cells, video interview, and legal counsel room. A service area for utilities is also required. Specific requirements include CCTV, keying, millwork, phone/data systems, etc Site locations for Part 1 Headquarters (North-West): Near Thunder Bay, ON Detachments: Ignace, Niagara, Bracebridge, New Liskeard, Burlington, Kenora, Lancaster, Red Lake, Sioux Lookout, Killaloe, Wawa, Espanola/McKerrow Infrastructure Ontario (IO) and the Ministry of the Solicitor General have issued a request of qualifications (RFQ) for interested parties to submit their qualifications to Design, Build, and Finance 12 new detachments and one regional headquarters for phase three of the Ontario Provincial Police (OPP) Modernization project. Twelve new detachments will be constructed to replace aging infrastructure and upgrade OPP facilities. In addition, a new OPP headquarters for the northwest region will be built in Thunder Bay. The new detachments will be located in: - Ignace - Niagara - Bracebridge - New Liskeard - Burlington - Kenora - Lancaster - Red Lake - Sioux Lookout - Killaloe - Espanola/McKerrow - Wawa The RFQ is the first step in the process to pre-qualify a team to help Design, Build, and Finance the project. Submissions will be reviewed to shortlist teams with the suitable design and construction experience, as well as the financial capacity to deliver a project of this size and complexity. Shortlisted teams will then be invited to respond to a request for proposals (RFP), which is expected to be released in early 2026. Interested companies must register on merx.com to download the RFQ. March 26, 2026 Infrastructure Ontario and the Ministry of Solicitor General have invited three teams to respond to a request for proposals (RFP) to design, build, and finance 11 new detachments and one regional headquarters for Part 1 of the Ontario Provincial Police (OPP) Modernization Phase 3 project. The three teams were shortlisted based on criteria identified in a request for qualifications process that began in May 2025. Selection criteria included design and construction experience as well as the qualified personnel and financial strength to deliver a project of this size and complexity. The shortlisted teams and their prime team members are: Amico Secure Ontario: - Applicant Lead: Amico Design Build Inc (75%), Tom Jones Corporation (25%) - Design Team: WZMH Architects - Construction Team: Amico Design Build Inc and Tom Jones Corporation - Financial Advisor: Agentis Capital Advisors Bird Capital Limited Partnership: - Applicant Lead: Bird Capital Limited Partnership - Design Team: NORR Architects & Engineers Limited - Construction Team: Bird Design Build Construction Inc - Financial Advisor: Bird Capital Ledcor OPP: - Applicant Lead: Ledcor Design-Build (Ontario) Inc. - Design Team: Dialog Ontario Inc. - Construction Team: Ledcor Design-Build (Ontario) Inc. - Financial Advisor: National Bank Financial Teams will now begin preparing proposals that detail how they will deliver the project. Once submissions are received, Infrastructure Ontario and the Ministry of Solicitor General will evaluate the proposals, select a preferred team, and negotiate a final contract. A successful bidder is expected to be announced in Spring 2027. A fairness monitor will oversee the entire procurement process. The new detachments will be constructed to replace aging infrastructure and upgrade OPP facilities. In addition, a new OPP headquarters for the northwest region will be built in Thunder Bay. The new detachments will be located in: - Ignace: Northwest of Hwy 17 & 599 - Espanola: North side of Panache Lake Road - Niagara: Heartland Forest Rd. at Brown Rd. - Wawa: Mission Rd (Hwy 101) & Hwy 17 - Bracebridge: 690 Cedar Lane - New Liskeard: Hawn Drive, Temiskaming Shores - Kenora: South side of 14th Street North - Lancaster: 45 Pine Street - Red Lake: Hughes Crescent - Sioux Lookout: Northeast of Hwy 642 & Hwy 516 - Killaloe: Wildlife Rd at Round Lake Rd & Hwy 60
