The Municipal Authority of the Borough of Somerset (Owner) is requesting Bids for the construction of the following Project: Contract No. 2024-S-01 : Phase 1A Brierwood and West Somerset The work proposed under Contract 2024-S-01 is generally described as: Provision of all labor, equipment, and material for the rehabilitation or replacement of approximately 40,000 LF of sanitary sewer line, 200 sanitary manholes, 12,000 LF of sanitary sewer lateral line, and installation or replacement of 530 sewer viewports. The project also includes stormwater facility modifications for accommodating illegal discharges to the sanitary sewer system, permit compliance, traffic control, erosion and sedimentation control, and restoration. The Issuing Office for the Bidding Documents is: The EADS Group, Inc., 450 Aberdeen Drive, Somerset, PA 15501. Prospective Bidders may obtain or examine the Bidding Documents for each contract at the Issuing Office Monday through Friday between the hours of 8:00 A.M. - 5:00 P.M by appointment only. Partial sets of Bidding Documents will not be available from the Issuing Office. Bidders must obtain bidding documents from the Issuing Office to be eligible to bid. Printed copies of the Bidding Documents may be obtained from the Issuing Office by in-person pick-up at the hours indicated above, or mail-delivery upon confirmation of payment The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder's date of receipt. Electronic versions of the Bidding Documents are available for the non-refundable fee of $30.00 (fee includes 6% Pennsylvania sales tax). To access the electronic version, the Bidder must have a valid email address and internet connection. Upon confirmation of payment, a digital link and access credentials will be emailed to the Bidder to access the Bidding Documents. Project Funding Bidders must comply with all State anti-bid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. Funding for this project is being provided by the Pennsylvania Infrastructure Investment Authority (PENNVEST), consisting of federally funded EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantaged Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process. Contractors must also comply with BUILD AMERICA, BUYAMERICA REQUIREMENTS which establishes a condition to furnish iron and steel, manufactured products, and construction materials produced in the United States. The Consolidated Appropriations Act of2014 (P.L. 113-76) includes an "American Iron and Steel (AIS)" requirement also applies to this project. All iron and steel products used in this project must be produced in the United States. The Contractor shall also comply with the provisions of the Act of March 3, 1978 (P.L. 6, No. 3 known as the "Steel Procurement Act"). Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project in accordance with the provisions of the U.S. Department of Labor, Wage, and Hour Division under the Davis-Bacon and related Acts. For all further requirements regarding bid submittal, bid security, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
