Site work and paving for a civil project in Tallulah, Louisiana. Completed plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

A. Work Includes all necessary materials, labor superintendence, management, fees, assessments, and costs to design and construct the project in accordance with the contract documents. The project consist of rebuilding portions of the road and overlaying the road surface with 2 inches of asphalt B. This project is on the Tensas National Wildlife Refuge located in Madison, Parish. The project includes construction of new road sections with an overlay and overlaying the remaining road for the Tensas National Wildlife Refuge. C. Base Bid Tasks shall be included at Contract Award. D. Option Bid Tasks may be exercised at the time of award or during the Contract Period of Performance. Option Bid Tasks may or may not be exercised at any time during the Contract's Period of Performance. No Option Bid Tasks included in this Contract. E. The price of any necessary ancillary Work (any trade) including mobilization and demobilization shall be included as incidental to the price offered for the principal price line(s) listed in the solicitation. Tensas River NWR Quebec Road Rehabilitation BACKGROUND: Quebec Road Rt. #010ZZ is a 10.20 miles asphalt two-lane road that was constructed in 1989. This roadway is vital for visitors and refuge personnel at the Tensas National Wildlife Refuge in Madison Parish, Louisiana since it serves as the primary entrance road and connects the visiting public to refuge owned roadways. The road is also extensively used by the communities around the refuge, especially by farmers accessing their plots of land. The asphalt paving started in the early 2010's and was completed approximately in 2019. The road has developed road failure on asphalt and base construction [refer to 100% Design Submittal]. Last year Fish and Wildlife Service (FWS) completed a design project for the rehabilitation of Route #010ZZ Quebec Road. The designs corrects the identified deficiencies by: Identifying and locating damaged pavement areas Examination/evaluation of pavement, base and subgrade Redesign of road section and spot repairs Evaluation and needed redesign of drainage Design of road reconditioning including replacement sections, patching, resurfacing and other repair methods DESCRIPTION OF WORK: Task 1: Construction Services Task - Rehabilitate Quebec Road - Route #010ZZ - Base Bid 1. Construct the Rehabilitation of Route #010ZZ, Quebec Road located at Tensas National Wildlife Refuge in Madison County, Louisiana per Plans/Drawings and specifications provided. Note: Plans/Drawings define the five (5) road priority sections to be included as part of the construction. This includes the station numbering and the length of each road priority section.
