A certified check, cashier's check, or bidder's bond in the amount of ten percent (10%) of the bid made payable to the City of Dos Palos will be required to accompany each proposal. This Project is being funded by local capital funding; no federal requirements are necessary. The City of Dos Palos hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the basis of race, color, religious creed, sex, national origin or any other basis protected by applicable law. All bids are to be compared on the basis of the City Engineer's estimate of the quantities of work to be done. The City of Dos Palos reserves the right to reject any and all bids and to waive any informality in any bid received not affected by law. No bids will be accepted from a Contractor who has not been licensed in accordance with the provisions of Chapter 9, Division 3 of the Business and Professions Code. The proper classification required to perform this Contract is "A", General Engineering Contractor. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal, subject to the requirements of Section 4104 of the Public Contract Code or engage in the performance of any contract for public work, as defined in this chapter, unless currently registered and qualified to perform public work pursuant to Section 1725.5. It is not a violation of this section for an unregistered contractor to submit a bid that is authorized by Section 7029.12 of the Business and Professions Code or by Section 10164 or 20103.5 of the Public Contract Code, provided the contractor is registered to perform public work pursuant to Section 1725.5 at the time the contract is awarded. City reserves the right to temporarily retain five percent (5%) from each payment to Contractor pursuant to California Public Contract Code 7201 until the City determines that all work and other requirements of this Contract are complete. Such securities shall be valued by the City, whose decision on valuation of the securities shall be final. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.Engineers Estimate: $4.2M to $4.6M The work to be performed under this Contract consists of furnishing all labor, materials, tools and equipment and constructing complete and in place improvements for the City of Dos Palos, East Blossom Street Rehabilitation as shown on the Plans as specified herein. The work shall include, but not be limited to, demolition, grading, sawcutting of existing pavement and concrete, construction of ADA ramps, cross gutters, pave out, landscaping and irrigation repair, and signage and striping, as shown on the Plans, or as specified herein, including clean-up. The work to be done consists of the furnishing by the Contractor of all labor, materials equipment and other facilities necessary in the performance of the work. The Contractor shall perform any work which is not detailed in the Plans and Specifications but which is obviously required to make the project complete and operable. Questions regarding the intent of the Plans and Specifications shall be referred to the Engineer whose decisions thereon shall be final. Some information pertaining to subsurface and other conditions which may affect the cost of performing the work may be shown on the Plans and Specifications. While it is believed that any such information is reasonably correct, the Engineer does not warrant either the completeness or accuracy of such information. It is the responsibility of the Contractor to ascertain the existence of all subsurface and other conditions affecting his cost of doing the work as may be disclosed by a reasonable examination of the site.
