Question Deadline 06/05/2025 Prospective Proposers are requested to submit written questions to the Contracting Officer, identified herein, in advance of the Pre-Proposal Conference Hampton Roads Transit (HRT) provides approximately fourteen (14) million transit trips annually in a service area encompassing six (6) cities (Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, and Virginia Beach). Current HRT services include fixed-route and commuter bus, light rail, ferry, paratransit, trolleys (seasonal service), and Transportation Demand Management (TDM) activities. The Naval Station Norfolk (NSN) Base Circulator(s) offers a transportation option for those working or visiting NSN. Detailed information on HRT services may be accessed at www.gohrt.com, including HRT's current ten-year Transit Strategic Plan. 2. Introduction NSN is the largest U.S. naval base in the world, employing over 60,000 military personnel, contractors, and civilians. It is the top employer in the Hampton Roads region. NSN covers 4,631 acres and includes several activity centers including administrative campus buildings, piers, warehousing facilities, an airfield, housing, and fitness/recreation facilities. Automobile access to NSN depends on highly congested routes such as I-64 and I-564. The NSN Base Circulator improves regional accessibility, congestion, and air quality. The service provides last-mile accessibility for employees who wish to arrive at the base on foot, bicycle, scooter, or transit, or by parking in the Naval Exchange area outside the gate. This improvement in accessibility via the circulator reduces congestion at security gates, which reduces traffic and congestion on local streets and the region's highways. This last-mile connection reduces dependency on automobile travel within the base while also helping to limit parking turnover, which in turn has equity benefits by making NSN jobs more accessible to the region's residents who lack access to automobiles. 3. General Project Description and Background HRT is seeking a contractor to provide a turnkey base circulator service (see map below) that will provide last-mile accessibility for employees and visitors with proper credentials who wish to arrive at the base on foot, bicycle, scooter, or transit, or by parking in the Naval Exchange area outside the gate. The base circulator currently provides access to the base for those who use HRTs fixed route system to get to the Naval Exchange area but would otherwise have to walk from the Naval Exchange area, through the security gates, and on to their destination. The internal circulator removes this and makes transit a more attractive option for base employees
