Site work for a mixed-use development in Baltimore, Maryland. Completed plans call for site work for a road / highway.
As of October 29 2025 , bids have been received and are being evaluated. This Contract is for the construction of pathways and fiber optic cable from Hamburg Station to the North Avenue Maintenance Facility, to create communications system connectivity between locations of instrument houses, traction power substations, station equipment cabinets and other facilities with the Operations Control Center (OCC). It shall be the responsibility of the Contractor to splice into the 144 strand cable with drop cables, install the drop cables through pathways to the locations, terminate the strands, and test end to end strand. Also, the responsibility of the Contractor are: installation of Fiber Optic Cable, and pathways to support the installation of fiber optic cables between the catenaries and each location, terminating the drop cables on new patch panels and existing patch panels and testing, surface restoration, and demolition and debris removal. Questions regarding the work should be submitted in writing to ConstructionRequests@mta.maryland.gov. Questions concerning this solicitation must be received no later than 6/19/2025 at the close of the business day. No interpretations other than written shall be binding on the Administration. Offerors who wish to obtain a copy of the 100% plan drawing for this project must sign a Nondisclosure Agreement (NDA) and email the request and NDA to ConstructionRequests@mta.maryland.gov. Each bid exceeding $100,000 must be accompanied by a Bid Bond on a form furnished by the Administration in the amount of five percent (5%) of the Bid Price. A performance and payment bond is required for all construction contracts in excess of $100,000. The performance bond shall be in an amount equal to one hundred percent (100%) of the contract price. The payment bond shall be in an amount equal to one hundred percent (100%) of the contract price. Multiple and/or alternate Bids will not be accepted. Bids submitted in response to this IFB are irrevocable for 180 days following the closing date of the Bids. The Administration reserves the right to reject any and all bids and/or waive technical defects if, in its judgment, the interests of the Administration so require. A. This Contract is for the construction of pathways and fiber optic cable from Hamburg Station to the North Avenue Maintenance Facility, to create communications system connectivity and between locations of instrument houses, traction power substations, station equipment cabinets and other facilities with the Operations Control Center (OCC). Currently there is an existing 84 strand fiber optic cable connecting all the locations. This cable has reached its end of life and a new cable must be installed to maintain this connection. There is an existing 144 strand fiber optic cable installed aerially on the catenaries. It shall be the responsibility of the Contractor to splice into the 144 strand cable with drop cables, install the drop cablesthrough pathways to the locations, terminate the strands, and test end to end strand. The existing fiber optic cable shall remain in place and remain in use by MTA as a backup to the new cable. Reconfiguration of the existing fiber and equipment is not part of this Contract. B. The following activities, including all miscellaneous and ancillary items as required by the Contract Documents, shall be the responsibility of the Contractor: 1. Fiber Optic Cable Installation The existing 144 strand fiber optic cables are coiled on a "Fiberlign" cable storage assembly (ADSS) installed on a catenary structures in the vicinity of each location. The contractor shall remove the ADSS, uncoil the slack, install a splice case and splice in a 24, 36 and/or 48 strand fiber optic cable(s). The fiber optic cable(s) shall be pulled through pathways between the existing 144 strand fiber optic cable and the following locations: a. Hamburg CIH 42S b. Hamburg Station SEC 37S c. Hamburg TPSS 34S d. Camden 2 CIH 30S e. Camden Station SEC 22S f. Camden 1 CIH 16S g. Convention Center Station SEC 13S h. Baltimore Street Station SEC 2N i. Lexington Market Station SEC 12N j. Operations Control Center (OCC) at 301N Eutaw Street k. Center Street Station SEC 22N l. Monument TPSS 30N m. Cultural Center Station SEC 52N n. Mount Royal Station SEC 66N o. Penn Station SEC 17PS p. Mount Royal CIH 70N q. North Ave TPSS 84N r. North Ave Station SEC 87N s. North Ave CIH 83N t. North Ave CIH 88N u. Yard Lead CIH 94N v. South Yard TPSS 87N w. North Ave Facility Equipment Room Recoil the slack, mount the splice case, and reinstall the ADSS on the catenary. 2. Pathways: Install pathways to support the installation of fiber optic cables between the catenaries and each location. Pathways may be existing where shown or those installed by the Contractor. Pathways shall consist of: a. conduit risers b. exposed conduit c. underground conduit d. manholes, handholes, troughs, etc. 3. Terminations a. Terminating the drop cables on new patch panels inside the CIH, SEC, TPSS or facility. The patch panels shall be installed in existing 19" open frame racks. b. Terminating the drop cables on existing patch panels and all make ready work including consolidation at the patch panels. 4. Testing a. Testing shall be performed in accordance with the Contract Documents. 5. Surface Restoration a. Restore in kind all surfaces disturbed during the installation of underground conduits, including but not limited to: i. Concrete for sidewalks, curbs, etc. ii. Asphalt for driveways, roads, parking lots, paths, etc. iii. Ground coverings such as grass, topsoil, stone, blend, etc. 6. Demolition and Debris Removal a. Demolition or construction activities that result in debris of any kind shall be disposed of in accordance with the Contract Documents.
