Replace EPDM Roof on the Missouri Valley Maintenance Garage. Overview The Iowa DOT is seeking competitive bids for the removal and replacement of existing EPDM roof membrane and cover board, including downspouts and gutters at Missouri Valley MG as per the attached specifications & plans (Buyer Attachment). The project consists of removing existing EPDM roof membrane and fiber board, including downspouts and collector heads and replacing with new blocking, Polyisocyanurate insulation, mechanically attached cover board and EPDM membrane, downspouts and collector heads. Existing insulation to be reused as noted on Plans and contractor to provide a 20 year warranty roof system. The Iowa DOT bidding process is subject to the procedures and requirements established in Iowa Administrative Code 761--20. Contract Award One contract will be awarded for all items. All items are tied. Shipping Terms Deliveries shall be F.O.B Destination. Award - Cost and Other Factors It is the intent of the Iowa DOT to award the contract to the responsible bidder whose submission is the most advantageous to the Iowa DOT, cost and other factors considered. Other factors include, but are not limited to: meeting or exceeding mandatory requirements, proposed staffing, and meeting required time schedule. Other factors may also include a comprehensive review of bidders past work performance, and work capacity. Notification of Intent to Award After responses are evaluated, a Notification of Intent to Award (NOIA) and bid tabulation will be posted publicly online. Communication Until a contract is awarded, the sole point of contact for this bid opportunity will be the Purchasing Agent listed in the event. All questions must be directed solely to the Purchasing Agent and will not be accepted after the Q&A Submissions Close Date. Bidders are strongly encouraged to submit all questions through the Q&A Board. Responses to questions will be posted on the Q&A Board. Contract Term DOT estimated start date: July 9, 2025 (Start date to be coordinated with DOT project manager. This is an estimated start date after all required documents are received.) DOT estimated completion date: October 15, 2025 (This includes resolution to all punch list items, inspections, and DOT Final Acceptance date typically used in construction bids.) Payments on contract will be made monthly by means of state warrants to the extent of Ninety-Five Percent (95%) of the value of work performed, including acceptable material stored at the building site, as determined by the Contractor as governed by the Iowa DOT. The Iowa Department of Transportation is a tax-exempt agency. Tax exemption certificates will be provided upon request. Davis-Bacon wages do not apply.
