Site work, paving and new construction of a mixed-use development in Chester Township, Pennsylvania. Completed plans call for the construction of a 10,162-square-foot municipal facility; 1,805-square-foot warehouse / distribution facility; for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; municipal facility; warehouse / distribution facility; and parking garage.
The subject property is owned by Chester First Partnership LLC and is located at 2nd and Pennell Street. The site encompasses 1.934+- acres. The existing site is presently used as warehousing and storage, predominantly an asphalt area. This project proposes improvements to the site, including the construction of a 10,162 SF garage and office, 1,805 SF salt storage shed (storage for less than 3,000 tons of salt storage), 1,872 SF covered maintenance facility, and associated equipment bays, employee parking lot, stormwater control structures, and other site appurtenances. The project proposes the installation one (1) new access on Front Street to the garage, maintenance facility, and salt shed, and one (1) new access on Lloyd Street to the employee parking lot. Approximately 2.15+- acres will be disturbed as part of the project, including areas within Lloyd Street, Pennell Street, and Front Street right-of-way. There will be no disturbance within 2nd Street. The NDPES boundary encompasses approximately 2.15+- acres, including the subject property, and areas within the Lloyd Street, The site is located primarily within the LIC (Light Industrial/Commercial District) zoning district and a public works facility is a permitted use. The site is bound by West 2nd Street (State Route 13), Lloyd Street, Front Street, and Pennell Street. See Appendix A for a project location map. Question Deadline 06/12/2025 at 5:00 PM ET This is an estimated $4,861,600 to $6,381,400 construction budget range, which includes the total of all four trades referenced above. The estimated budget ranges, by trades, are as follows: A. General Trades = $3,408,300 to $4,473,500 B. Electrical = $ 862,800 to $1,132,600 C. Plumbing & Fire Suppression = $ 305,200 to $ 400,700 D. Mechanical = $285,300 to $374,600 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
