**As of June 17, 2025, the project was awarded to JM Construction, with an awarded amount of $1,422,558.50.** Rehabilitation project generally consists of rehabilitating Runway 4R-22L to re-open it for visual flight rule traffic. Rehabilitation work for base bid shall consist of crack repair, spall repair, and pavement marking. This project also includes 5 add alternates, including concrete panel replacements, pavement grooving and pavement marking on Taxiway A1, Taxiway B4, and Runway 4R-22L. All proposals must be submitted as ONE ORIGINAL & ONE COPY according to the request for proposals and upon a uniform proposal blank. The contract shall be let in accordance with the Bidding Documents (as defined in the Instructions to Bidders included therein) on file at the Wilmington Air Park, 1113 Airport Rd, Wilmington, OH 45177. A receipt for the purchase of the bid packet must be included as a part of a properly submitted bid. Accordingly, without the inclusion of the receipt, the bid will be deficient. Each bid shall contain the full name of each person or company submitting a bid and shall be accompanied by either: (1) A bond in accordance with division (8) of the ORC 153.54 for the full amount of the bid; or (2) A certified check, cashier's check, or letter of credit pursuant to Chapter 1305 of the ORC, in accordance with division (C) of ORC 153.54. Any such letter of credit is revocable only at the option of the Clinton County Port Authority. The amount of the certified check, cashier's check, or letter of credit shall be equal to ten percent (10%) of the bid. The successful bidder, upon receipt of the Notice of Acceptance of the bids, must furnish a Payment and Performance Bond in an amount of one hundred percent (100%) of the Contract amount, to the Clinton County Port Authority, said Bonds to be unconditionally payable to the Clinton County Port Authority, in accordance with ORC 153.54(C)(1).
